Xulq-atvor, ya\u02bcni axloq normalariga rioya etish, ma\u02bcnaviy komillikka erishish borasidagi barcha sa\u02bcy-harakatlar insonning yoshlik, ya\u02bcni o\u02bbsmirlik davridan boshlanadi. Shu jihatdan qaraganda o\u02bbsmir xulq-atvorining ijtimoiy determinantlarini o\u02bbrganish zamonaviy falsafa fanini dolzarb muammolariga kiradi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Taniqli jadid mutafakkirlaridan biri Abdulla Avloniy \u201cTurkiy guliston yoxud axloq\u201d asarida ta\u02bckidlashicha: \u201cInson ikki narsadan murakkabdur. Biri jasad, ikkinchisi nafsdur. Jasad ko\u02bbz ila bir narsani ko\u02bbrur. Ammo nafs idrok ila yaxshini yomondan, oqni qoradan ayirur. Jasadning ham, nafsning ham biror surati bordurki, yo yaxshi, yo yomon bo\u02bbladur. Jasadning surati hammaga ma\u02bclum bir narsadurki, har vaqt ko\u02bbzga ko\u02bbrinib turadur. Ammo nafsning surati ko\u02bbzga ko\u02bbrinmaydurgan, aql ila o\u02bblchanadurgan bir narsadurki, bu xulq deb atalur. Agar bir kishi yoshligida nafsi buzulib tarbiyasiz, axloqsiz bo\u02bblib o\u02bbsdimi, \u201cAllohu akbar\u201d, bunday kishilardan yaxshilik kutmak yerdan turib yulduzlarga qo\u02bbl uzatmak kabidur\u201d [1: 11]. Mutafakkir axloq, odob, xulq-atvor va uni doimiy tarbiyalab borish borasida ulkan tadqiqotlar olib borgan. Insonlarning, ayniqsa yoshlarning o\u02bbzaro ijtimoiy munosabatlarda, shaxslararo muloqotda axloq va xulq-atvor darajalarining o\u02bbrnini diniy va dunyoviy misollar orqali tushuntirib bergan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmirlik inson hayotida muhim, o\u02bbziga xos xususiyatga ega\u00a0 bosqichdir. Bu yosh shaxsda bolalik davrining tugashi bilan boshlanadigan davr bo\u02bblib, unda o\u02bbziga xos xarakterlar shakllana boshlaydi. Hayot mazmunini anglash bilan bog\u02bbliq dunyoqarash vujudga keladi. Olimlarning ta\u02bckidlashicha, \u201cO\u02bbsmirlik 10\u201311 yoshlardan 14\u201315 yoshlargacha bo\u02bblgan davrni tashkil etadi. Aksariyat o\u02bbquvchilarda o\u02bbsmirlik yoshiga o\u02bbtish, asosan, 5\u2013sinfdan boshlanadi. \u201cO\u02bbsmir endi bola emas, biroq katta ham emas\u201d \u2013 ayni shu ta\u02bcrif o\u02bbsmirlik davrining muhim xarakterini bildiradi. Bu yoshda o\u02bbsmir rivojida keskin o\u02bbzgarishlar ro\u02bby beradi. Bular fiziologik va psixologik o\u02bbzgarishlardir. Fiziologik o\u02bbzgarish jinsiy yetilishning boshlanishi va bu bilan bog\u02bbliq ravishda tanadagi barcha a\u02bczolarning mukammal rivojlanishi va o\u02bbsishi, hujayra va organizm tuzilmalarining qaytadan shakllana boshlashidir\u201d [2: 73].<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Shuningdek, A.Munavvarov tahriri ostida nashr etilgan \u201cPedagogika\u201d o\u02bbquv qo\u02bbllanmasida o\u02bbquvchilar \u201c12-13 yoshdan 15-16 yoshgacha bo\u02bblgan davrda\u00a0 o\u02bbsmir deyiladi. Bu yoshda bolaning jismoniy va ruhiy taraqqiyotida keskin o\u02bbzgarish ro\u02bby berishi sababli, o\u02bbtish davri deb ataladi. Bu yosh balog\u02bbatga yetish davri deb ham ataladi. Qiz bolalar 13-15 yoshda, o\u02bbg\u02bbil bolalar 16-17 yoshida balog\u02bbatga yetadi. Bu davr keskin o\u02bbzgarishlarga boy bo\u02bblgani sababli o\u02bbsmirlar xulqida bir-biriga zid holatlar: goh bolalarcha serharakatlik, goh sustkashlik, goh jo\u02bbshqinlik, goh bo\u02bbshanglik, goho ishga kuchli havas, gohida ishni paysalga solish va o\u02bbjarlik holatlari uchraydi\u201d [3: 32].<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Birlashgan Millatlar Tashkilotining aholi fondi (UNFPA) tomonidan qayd etilishicha [4], ilk o\u02bbsmir yoshi 12-14 yoshni, katta o\u02bbsmir yoshi\u00a0 15-19 yoshni tashkil etadi. Bugungi kunda zamonaviy fan o\u02bbsmirlik yoshini uning qayerda va qaysi hududda yashashi, qanday milliy, madaniy, ma\u02bcnaviy, ijtimoiy va iqtisodiy o\u02bbziga xosliklari mavjudligiga bog\u02bbliq holda 12 yoshdan 17 yoshgacha, deb hisoblaydi. Shu o\u02bbrinda ta\u02bckidlash lozimki, globallashuv davrida bolalarning o\u02bbsmirlik davriga o\u02bbtishi, ularning biologik va jinsiy jihatdan balog\u02bbatga yetishi yosharib bormoqda.\u00a0\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Yoshlarning jamiyatda o\u02bbz o\u02bbrnini topishi ko\u02bbp jihatdan uning axloqiy xususiyatlari, ma\u02bcnaviy qiyofasi va ma\u02bcrifiy saviyasiga bog\u02bbliq. Yoshlarda ijtimoiy ishga mas\u02bculiyat bilan yondashish, burchga sadoqat, oilada ko\u02bbmakdosh, mehnat munosabatlarida halol bo\u02bblish kabi axloqiy sifatlar qadriyatga aylantirilsa, jamiyatda ishonchli ma\u02bcnaviy-ma\u02bcrifiy muhit shakllanadi. \u201cInson faoliyati va xulqidagi eng muhim jihat\u00a0 mulohazalilik, hodisa va jarayonlarni mushohada qila olish salohiyati ham tafakkur va ruhiyat uyg\u02bbunligidan nishonadir. Bizning ko\u02bbpgina xatti-harakatimiz xulqimiz bilan bog\u02bbliq bo\u02bblib, vaqt o\u02bbtishi bilan ular odatga aylanadi\u201d [5: 173]. O\u02bbsmir xulq-atvori va axloqiy fazilatlari jamiyat va inson ma\u02bcnaviy olamining muhim tarkibiy qismi bo\u02bblishi bilan birga ma\u02bcrifiy jarayonlarning hosilasidir. Axloq doimiy ravishda o\u02bbsmir ongi, tafakkuri, dunyoqarashi va aql-zakovatini sayqallab turuvchi, uning kamolot cho\u02bbqqisiga yetaklaydigan ijtimoiy-ma\u02bcnaviy hodisadir. O\u02bbsmir xulq-atvoridagi destruktiv holatlar esa uning ijtimoiy hayotini izdan chiqarib, jamoatchilik, oila, mahalla, ta\u02bclim muassasasi va mehnat jamoasida beqaror muhit paydo bo\u02bblishiga olib keladi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u00a0O\u02bbsmir zamonaviy bilimlar, axborot texnologiyalari va ilmiy ma\u02bclumotlarni yaxshi egallasa-da, ma\u02bcnaviy-axloqiy qiyofasi yomon bo\u02bblsa, bu ilm beqaror jarayonlarning vujudga kelishiga sabab bo\u02bblishi mumkin. Shuni ta\u02bckidlashimiz kerakki, har qanday bilimli inson axloqiy fazilatlarga ham erishishga intilsa, yuksak qadr-qimmatga ega bo\u02bbladi. Shu o\u02bbrinda aytish lozimki, \u201cOdamlar jismoniy kuch, iste\u02bcdodi jihatdan teng emas va shunga qaramay, biz ularning barchasiga nisbatan ma\u02bcnaviy qadr-qimmatni birdek joyga qo\u02bbyishga intilamiz. Shubhasiz, ma\u02bcnaviy egalitarizm (tenglik) \u2013 bu hech qachon yetishish mumkin bo\u02bblmagan orzu, biroq biz unga borgan sari yaqinlashayotirmiz\u201d [6: 109-110].<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir xulq-atvorining barqaror darajasi unda umuminsoniy fazilatlarning namoyon bo\u02bblishi, insoniylik qiyofasining mukammal shakllanishida muhim omildir. Uning ma\u02bcnaviy qiyofasi bu qatlam xulq-atvorini barqaror bo\u02bblishi uchun muhim poydevor vazifasini bajarib,\u00a0 ijtimoiy hayotda o\u02bbz o\u02bbrnini topishi uchun harakatlantiruvchi kuch sifatida ishtirok etadi. O\u02bbsmir xulq-atvorining barqaror bo\u02bblishida quyidagi axloqiy sifatlar muhim o\u02bbrin tutadi:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u2013 insoniylik \u2013 umuminsoniy xislatlarni o\u02bbzida mujassam etish, uning sha\u02bcni, qadr-qimmati va erkinligini hurmat qilish, jamiyatda yashovchi barcha shaxslarni teng asosda hurmatini joyiga qo\u02bbyish.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u2013 vijdonlilik \u2013 jamiyat ijtimoiy-ma\u02bcnaviy hayotida yuksak ma\u02bcnaviy fazilatlarni o\u02bbzida mujassam etib, har bir xatti-harakatni yurakdan his etgan holda bajarish.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u2013 or-nomus \u2013 jamiyatda mavjud milliy va diniy qadriyatlar, asrlar davomida shakllangan inson ma\u02bcnaviyatiga daxldor an\u02bcanalar me\u02bcyorlarini ijtimoiy-ma\u02bcnaviy hayotda mavjud bo\u02bblishi uchun mas\u02bcullik.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u2013 adolat \u2013 insonning haq-huquqini ijtimoiy hayotda vujudga kelishi uchun turli nohaqliklar, to\u02bbsiqlar va salbiy holatlarga qarshi kurash, ijtimoiy-ma\u02bcnaviy barqaror muhitni vujudga keltirishga sharoit yaratish.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmirlarning axloqiy qiyofasida yana shunday xususiyatlar borki, bu ularning ma\u02bcnaviy darajasini belgilaydi. Bu xususiyatlar ichida vijdon, mardlik, iroda kabi sifatlar muhim o\u02bbrin tutadi. Vijdon o\u02bbsmir ma\u02bcnaviy-axloqiy dunyosiga xos muhim hodisa bo\u02bblib, shaxsning ijtimoiy faoliyati va ruhiy jarayonlarini o\u02bbzi nazorat qilishiga zamin bo\u02bbladi. O\u02bbsmir xulq-atvorini o\u02bbzi nazorat qilishi jamiyatning ma\u02bcnaviy, iqtisodiy, ijtimoiy va madaniy jarayonlarida o\u02bbziga xos ahamiyatga ega funksiyadir. Husayn Voiz Koshifiyning \u201cAxloqi muhsinin\u201d asarida bunday deyiladi: \u201cOdob \u2013 bu yomon so\u02bbzdan va yomon ishdan o\u02bbzini tiymoqdir hamda o\u02bbzining ham, o\u02bbzganing ham izzatini saqlab, obro\u02bbsini to\u02bbkmaslikdir\u201d [7: 23].<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir ma\u02bcnaviy-axloqiy muhitida va ruhiyatida iroda muhim rol o\u02bbynaydi. Uning xulq-atvorida iroda shunday hodisaki, ma\u02bcnaviy sohada ba\u02bczi muammolar hamda tahdidlar paydo bo\u02bblganda, u ong, tafakkur, tajriba va ko\u02bbnikmalar bilan uyg\u02bbunlashishi lozim. Yoshlar o\u02bbzidagi iroda va matonat tuyg\u02bbularini shakllantirib, nafaqat o\u02bbz kelajagi, balki mamlakat istiqbolini ta\u02bcminlashga, ijtimoiy-ma\u02bcnaviy taraqqiyotga xizmat qilishga safarbar eta olishi lozim.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir xulq-atvori va axloqiy jihatlari sog\u02bblomligini ta\u02bcminlash uchun muhim sifatlarning yana biri halollikdir. Insonlar o\u02bbrtasida halollikka asoslangan munosabatlar shakllanishi va rivojlanishi ma\u02bcnaviy barqarorlikni ta\u02bcminlashda muhim ahamiyat kasb etadi. Halollik o\u02bbsmir ma\u02bcnaviy-axloqiy qiyofasida alohida sifat bo\u02bblishi bilan birga,\u00a0 sadoqat, to\u02bbg\u02bbriso\u02bbzlik, sobitlik va mas\u02bculiyat kabi sifatlar bilan uyg\u02bbunlikda bo\u02bbladi. Ana shu sifatlardan birortasi o\u02bbsmir xulq-atvorida mavjud bo\u02bblmasa, uning halollik fazilatlarining amaliy ko\u02bbrinishi ijtimoiy-ma\u02bcnaviy hayotda namoyon bo\u02bblishi qiyin kechadi. Chunki jamiyatga sadoqat bilan xizmat qilmaydigan yoshlarning ma\u02bcnaviy qiyofasida muammolar vujudga keladi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir ma\u02bcnaviy-axloqiy sifatlari uchun zarur xislatlardan yana biri mardlikdir. Bu sifat yoshlarning kundalik ijtimoiy turmushida juda katta ahamiyatga ega fenomendir. Mardlik muayyan ijtimoiy, iqtisodiy, siyosiy va ma\u02bcnaviy maqsadga erishish yo\u02bblida yoshlarning o\u02bbz huzur-halovati, moddiy-maishiy imkoniyati va turli imtiyozdan kechishga har doim tayyor ekanini anglatadi. Yoshlar birinchi navbatda o\u02bbz vatani sha\u02bcni va qadr-qimmatini yuksaltirish yo\u02bblida o\u02bbzi uchun qadrli narsalarni asrab-avaylash, ularni doimiy himoya qilish uchun mardlik namunasini ko\u02bbrsatishga tayyor bo\u02bbladi. Natijada ijtimoiy barqarorlikni ta\u02bcminlash bo\u02bbyicha muhim an\u02bcanalar vujudga kelib, inson va jamiyat munosabatlari uyg\u02bbunligi ta\u02bcminlanadi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir xulq-atvoridagi ijobiy xislatlardan jasurlik, fidoyilik, shijoat, mehnatsevarlik va mas\u02bculiyat kabilar ham uning ijtimoiy muhitdagi o\u02bbrnini belgilaydi. Mehnatsevarlik o\u02bbsmirning kishilararo munosabatlarda, jamoa, oila va jamoatchilik orasida o\u02bbzining namunali faoliyatini tashkil etishda ham muhim xislatdir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmirlarda ijtimoiy mas\u02bculiyat tuyg\u02bbusi ham zarur axloqiy sifatdir. Ijtimoiy mas\u02bculiyat yoshlarning ma\u02bcnaviy qiyofasini yuqori darajada shakllanishida muhim ahamiyat kasb etadi. Mas\u02bculiyat va burch bir-biriga juda yaqin tushunchalar bo\u02bblib, ular o\u02bbsmirning muayyan sharoitda axloqiy me\u02bcyorlar talab qiladigan mezonlarni anglashi va bajarishi borasidagi xatti-harakatini anglatadi. Izohli ilmiy-ommabop lug\u02bbatda O\u02bbzbekiston fuqarolarining konstitutsiyaviy mas\u02bculiyati ikki guruhga bo\u02bblinadi:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li>\n<div><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbzbekiston Respublikasi ijtimoiy va davlat tuzumini mustahkamlashga qaratilgan mas\u02bculiyat:<\/span><\/div>\n<\/li>\n<\/ol>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; O\u02bbzbekiston Respublikasi Konstitutsiyasiga rioya etish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; qonunlarni bilish va unga qat\u02bciy amal qilish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; mehnat intizomini saqlash;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; jamoaviy burchga sodiq bo\u02bblish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; mulkning bozor shakllarini mustahkamlash va tadbirkorlikni rivojlantirish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; turmush qoidalarini hurmat qilish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; boshqa mamlakat fuqarolarining milliy qadr-qimmati, huquqlari, sha\u02bcni va o\u02bbzligini hurmat qilish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; ijtimoiy burchni halollik bilan bajarish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; O\u02bbzbekiston fuqarosi degan yuksak nomga munosib bo\u02bblish.<\/span><\/div>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li>\n<div><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbzbekiston manfaatlarini himoya qilishga yo\u02bbnaltirilgan mas\u02bculiyat:<\/span><\/div>\n<\/li>\n<\/ol>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; Vatan qudratini oshirish va uni himoya qilish;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; Vatanni ko\u02bbz qorachig\u02bbidek asrash;<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">&#8211; umumiy harbiy majburiyatni qonun asosida bajarish [8: 229].<\/span><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Shuningdek, ijtimoiy, siyosiy va huquqiy mas\u02bculiyat bilan bog\u02bbliq\u00a0 ushbu omillar o\u02bbsmirning atrof-muhit va jamoatchilik oldida javobgarlikni his etishga o\u02bbrgatadi. Javobgarlikni sezish esa bir qator holatlarga bog\u02bbliq bo\u02bblib, o\u02bbsmir ijtimoiy faoliyatida muhim talablarni ro\u02bbyobga chiqishiga yordam beradi. Bular quyidagilar:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir o\u02bbziga qo\u02bbyilayotgan ijtimoiy va axloqiy talablarni o\u02bbz hayotiy faoliyatida bajarishga qodir yoki qodir emasligi.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmirning bu talablarni qay darajada anglagani va tushunib yetgani.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bu talablarni bajarish uchun o\u02bbsmir qanday imkoniyatga egaligi.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmirning bu talablarni bajarish natijasida yuzaga keladigan oqibatlar uchun mas\u02bculiyatni qay darajada ang\u00adlab yetgani.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbsmir ma\u02bcnaviy hayotini sog\u02bblomligini ta\u02bcminlashda zarur xislatlardan yana biri optimizmdir.
