So\u02bbnggi yillarda yurtimizdagi maktab va kollej bitiruvchilari bilan oliy o\u02bbquv yurtlaridagi qabul kvotalarining keskin farq qilishi, ta\u02bclim olish istagidagi yoshlarning ehtiyojini qondira olmasligi\u00a0 ko\u02bbplab abituriyentlarning yaqin va uzoq mamlakatlarga chiqib ketishiga olib keldi. Oliy o\u02bbquv yurtlariga kirishni kvotalar bilan cheklanganligi mehnat bozorini yuqori malakali kadrlarga bo\u02bblgan ehtiyoj bilan taklif o\u02bbrtasidagi uzilishni vujudga keltirdi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2006-2016-yillarni qamrab olgan 10-yillik davr mobaynida O\u02bbzbekistonda oliy o\u02bbquv yurtlariga qabul kvotasi deyarli o\u02bbzgarishsiz qoldi. Masalan, 2005-2006 o\u02bbquv yilida kvota bo\u02bbyicha 57485 nafar talaba o\u02bbqishga qabul qilingan bo\u02bblsa, 2016-2017 o\u02bbquv yilida esa 57907 nafar talaba o\u02bbqishga qabul qilingan[3:318]. Ayrim hollarda ba\u02bczi ta\u02bclim yo\u02bbnalishlarida bir o\u02bbringa yigirma nafardan ham ko\u02bbp talabgor to\u02bbg\u02bbri kelar, talabalikka nomzodlarning ko\u02bbpligi tufayli yetarlicha bilimli yoshlar ham oliy ma\u02bclumot olish imkoniyatidan mahrum bo\u02bblar edi. Umuman olganda, 2017-yilgacha O\u02bbzbekistonda yoshlarni oliy ta\u02bclim bosqichiga qamrab olish ko\u02bbrsatkichi 9-10 foizdan oshmayotgan edi. Prezidentimiz Shavkat Mirziyoyev tashabbusi bilan ko\u02bbrilgan chora-tadbirlar tufayli 2017-2021-yillarda bu raqam oldingi 9 foizdan 28 foizga yetdi[5]. O\u02bbzbekiston Respublikasi Oliy ta\u02bclim tizimini 2030-yilgacha rivojlantirish konsepsiyasida[14] esa oliy ta\u02bclim bilan qamrov darajasini 50 foizdan oshirish belgilandi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Shuni alohida ta\u02bckidlash o\u02bbrinliki, so\u02bbnggi yillarda Yangi O\u02bbzbekistonda oliy ta\u02bclim muassasalariga qabul jarayonini takomillashtirish, qabul kvotalarini oshirish, kirish imtihonlarida ayrim toifa abituriyentlarga imtiyozlar berish borasida 30 ga yaqin muhim farmon va qarorlar qabul qilindi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Uzoq yillar davomida oliy ta\u02bclim muassasalariga kirish imtihonlaridagi ayrim korrupsion holatlar, turli adolatsizliklar fuqarolarning bu boradagi jiddiy e\u02bctiroziga sabab bo\u02bbldi. Bu esa kirish imtihonlarini tashkil etish jarayonini tubdan o\u02bbzgartirishni taqozo etdi. Shuningdek, ushbu yillarda test sinovlarini o\u02bbtkazish tartib-qoidalari, test sinovlari natijalarini e\u02bclon qilish va uni takomillashtirish borasidagi olib borilayotgan ishlar davr talablariga to\u02bbliq javob bera olmadi. Bu hol manfaatdor jamoatchilikda, ayniqsa, ota-onalarda\u00a0 noroziligini keltirib chiqardi. O\u02bbsha davrda har yili ularning ushbu masala yuzasidan qariyb 4 mingdan ziyod asosli murojaatlari mas\u02bcul idoralarga kelib tushar edi. Shu sababdan ham 2017-yilning 16-noyabrida Respublika oliy ta\u02bclim muassasalari bakalavriatiga kirish test sinovlarini o\u02bbtkazish tartibini takomillashtirish to\u02bbg\u02bbrisida O\u02bbzbekiston Respublikasi Prezidentining PQ-3389-son qarori[1:3] qabul qilinib, unda test sinovlari iyul-avgust oylarida katta sig\u02bbimdagi\u00a0 binolarda adolatli, xolis va shaffof o\u02bbtkazilishi belgilandi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2018-2019 o\u02bbquv yilida ilk marotaba oliy ta\u02bclim muassasalari bakalavriat ta\u02bclim yo\u02bbnalishlariga o\u02bbqishga qabul qilish uchun test sinovlari katta sig\u02bbimli binolarda tashkil qilindi. Imtihonlarni oshkora va shaffof tarzda o\u02bbtkazish maqsadida abituriyentlar binoga kirishda shaxsni identifikatsiyalash qurilmalari yordamida tekshirildi, test sinovlari kuzatuv kameralari yordamida nazorat qilindi. Jarayonlar abituriyentlarning ota-onalari uchun bevosita katta monitorlarda, internet tarmog\u02bbi va televideniye orqali to\u02bbg\u02bbridan-to\u02bbg\u02bbri namoyish qilindi. Koronavirus pandemiyasi sababli 2020-2022-yillarda, ya\u02bcni ketma-ket 3-yil test sinovlari ochiq joylarda, jumladan stadion va xiyobonlarda o\u02bbtkazildi va test sinovlarini tashkil etish jarayonida shaffoflik to\u02bbla ta\u02bcminlandi. 2023-2024 o\u02bbquv yilidan boshlab test sinovlari yana yopiq inshootlarda o\u02bbtkazilishi belgilandi[4].<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Shu bilan birga, oliy ta\u02bclim muassasalariga abituriyentlar tomonidan hujjat topshirishdagi qiyinchiliklar va bu boradagi ayrim byurokratik to\u02bbsiqlar, bir nechta ta\u02bclim yo\u02bbnalishlarini tanlash imkoniyatining yo\u02bbqligi kabi muammolar ham mavjud bo\u02bblganligini inkor etish kerak emas.\u00a0 Shuningdek, test sinovi materiallarining shakli va ma\u02bcno-mazmunini qayta ko\u02bbrib chiqish zarurati ham yuzaga kelgan edi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Sohada amalga oshirilayotgan islohotlarni davom ettirgan holda, oliy ta\u02bclim muassasalariga o\u02bbqishga qabul qilishda o\u02bbtkaziladigan kirish test sinovlarini xalqaro standartlarga muvofiqlashtirish, yoshlarning ta\u02bclim olishga bo\u02bblgan ishtiyoqini rag\u02bbbatlantirish maqsadida abituriyentlarning bir nechta bakalavriat ta\u02bclim yo\u02bbnalishlari bo\u02bbyicha tanlovda ishtirok etishlari uchun keng imkoniyatlar yaratish lozim edi. Bu borada O\u02bbzbekiston Respublikasi Prezidentining 2019-yil 14-may kuni \u201cOliy ta\u02bclim muassasalariga test sinovlari orqali qabul qilish tizimini takomillashtirish bo\u02bbyicha qo\u02bbshimcha chora-tadbirlar to\u02bbg\u02bbrisida\u201d PQ-4319-son qarori[12] qabul qilinib, unga asosan 2019-2020 o\u02bbquv yili qabuli doirasida abituriyentlarga oliy ta\u02bclim muassasalarining test sinovi topshiriladigan fanlar majmuasi bir xil bo\u02bblgan uchtagacha bakalavriat ta\u02bclim yo\u02bbnalishida tanlovda ishtirok etish huquqi berildi; davlat oliy ta\u02bclim muassasalarining bakalavriat bosqichiga o\u02bbqishga kirish uchun abituriyentlarga Davlat xizmatlari markazlari yoki O\u02bbzbekiston Respublikasi Yagona interaktiv davlat xizmatlari portali orqali murojaat qilish imkoniyati yaratildi. Test sinovi topshiriladigan fanlar majmuasi ikki bo\u02bblimga ajratilib, birinchi bo\u02bblimga barcha test topshiruvchilar uchun majburiy uchta fan \u2013 ona tili (o\u02bbzbek, rus yoki qoraqalpoq tili), matematika va O\u02bbzbekiston tarixi, ikkinchi bo\u02bblimga abituriyent tanlagan bakalavriat ta\u02bclim yo\u02bbnalishiga mos ikkita fanni kiritish belgilandi. Shuningdek, qarorda endilikda test sinovi topshiriqlari davlat ta\u02bclim standartlari va o\u02bbquv dasturlari asosida tuzilishi, test sinovi materiallarining ma\u02bcno-mazmuni umumiy o\u02bbrta ta\u02bclim tizimidagi fanlarning o\u02bbquv dasturlariga moslashtirilishi, abituriyentlarning nazariy bilimlarni o\u02bbzlashtirish darajasi bilan birga mantiqiy fikrlashi, masala va misollarni bajara olish qobiliyati va ta\u02bclimning keyingi bosqichiga tayyorgarligini baholaydigan, kompetensiyaga asoslangan test topshiriqlari ishlab chiqilishi alohida ta\u02bckidlandi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2017-2018 o\u02bbquv yilida qabul imtihonlarida abituriyentlarni to\u02bblov-kontrakt bo\u02bbyicha belgilangan kvotadan tashqari qo\u02bbshimcha ravishda o\u02bbqishga qabul qilish tartibi joriy qilindi[9]. Ya\u02bcni, endilikda yetarli ball to\u02bbplay olmay, talabalikka tavsiya etilmagan abituriyentlar oshirilgan kontrakt-to\u02bblov summasini to\u02bblab o\u02bbqish imkoniyatiga ega bo\u02bbldi. Shuningdek, 2017-yilga qadar uzoq yillar davomida qabul kvotalari faqatgina ta\u02bclimning kunduzgi shakliga ajratilib kelingan edi. Bu esa tashkilot va muassasalarda mehnat faoliyatini olib borayotgan, oliy ta\u02bclim muassasalarida ishlab chiqarishdan ajralmagan holda o\u02bbqish istagida bo\u02bblganlarning oliy ma\u02bclumot olish imkonini cheklar edi. O\u02bbzbekiston Respublikasi Vazirlar Mahkamasining 2017-yil 20-iyundagi \u201cOliy ta\u02bclim muassasalariga o\u02bbqishga qabul qilish, talabalar o\u02bbqishini ko\u02bbchirish, qayta tiklash va o\u02bbqishdan chetlashtirish tartibi to\u02bbg\u02bbrisidagi nizomlarni tasdiqlash haqida\u201dgi 393-sonli qarori[10] bilan oliy ta\u02bclim muassasalarining sirtqi ta\u02bclim shakliga o\u02bbqishga qabul qilish tartibi belgilandi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2017-yilning oktyabr oyida O\u02bbzbekiston Respublikasi Prezidenti Shavkat Mirziyoyevning O\u02bbzbekiston o\u02bbqituvchi va murabbiylariga yo\u02bbllagan tabrik so\u02bbzida kelgusi yildan 16 ta universitet va institutda 12 ta yo\u02bbnalish bo\u02bbyicha kechki va sirtqi bo\u02bblimlar ochilishi ma\u02bclum qilindi[15]. Vazirlar Mahkamasining 2017-yil 21-noyabrdagi 930-son qarori[11] bilan Oliy ta\u02bclim muassasasida sirtqi (maxsus sirtqi) ta\u02bclimni tashkil etish tartibi to\u02bbg\u02bbrisida nizom tasdiqlandi. Keyingi yillarda talimning kechki va sirtqi shakllariga talab oshib borganligi bu qarorning to\u02bbg\u02bbri va o\u02bbz vaqtida qabul qilinganligini ko\u02bbrsatadi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2017-yilgacha bo\u02bblgan davrda Oliy ta\u02bclim muassasalariga qabul jarayonida\u00a0 Zulfiya nomidagi Davlat mukofoti laureatlari bo\u02bblgan qizlarga[8], O\u02bbzbekiston Respublikasi Qurolli Kuchlari safida muddatli harbiy xizmatni o\u02bbtab qaytgan fuqarolarga[13], xalqaro va respublika olimpiadalari, tanlov va musobaqalar g\u02bboliblariga (o\u02bbz yo\u02bbnalishi bo\u02bbyicha), shuningdek, san\u02bcat sohasida \u201cNihol\u201d mukofoti sovrindorlariga (o\u02bbz yo\u02bbnalishi bo\u02bbyicha)[6] kirish imtihonlarida imtiyozlar berilib kelayotgan edi. 2017-yildan keyingi davrda bu turdagi imtiyozlarning ko\u02bblami keskin oshdi va aniq tartiblari ishlab chiqildi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbzbekiston Respublikasi davlat oliy ta\u02bclim muassasalariga o\u02bbqishga qabul qilish jarayonlarini muvofiqlashtirish bo\u02bbyicha Davlat qabul komissiyasining 2022-yil 29-dekabrdagi 10-son majlis bayoni bilan \u201cDavlat OTMlariga kirish uchun berilgan imtiyozlarning yagona REYESTRI\u201d\u00a0 ishlab chiqildi va unda 41 ta imtiyoz turi o\u02bbrin oldi. Ular quyidagicha toifalarga ajratilgan:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">1.Imtihonsiz qo\u02bbshimcha davlat granti asosida talabalikka tavsiya etish bo\u02bbyicha imtiyozlar (15 ta);<\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Imtihonsiz bazaviy to\u02bblov-kontrakt asosida talabalikka tavsiya etish bo\u02bbyicha imtiyozlar (4 ta);<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Tegishli fan bo\u02bbyicha imtihondan ozod etilib, ma\u02bclum miqdorda ball berish bo\u02bbyicha imtiyozlar (5 ta);<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">To\u02bbplangan ballga nisbatan qo\u02bbshimcha ball berish bo\u02bbyicha imtiyozlar (2 ta);<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Qo\u02bbshimcha kvota doirasida tanlovda ishtirok etish bo\u02bbyicha imtiyozlar (12 ta);<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Qo\u02bbshimcha imtiyozlar (3 ta).<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2020-yil 23-sentyabrdagi yangi tahrirdagi O\u02bbzbekiston Respublikasining ta\u02bclim to\u02bbg\u02bbrisida O\u02bbRQ-637-sonli qonunining[2:3-5] qabul qilinishi oliy ta\u02bclimning umumiy tartiblarini, xususan, oliy ta\u02bclimda ta\u02bclim olish shakllarini belgilab berdi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Keyingi yillarda oliy ta\u02bclim tizimiga nodavlat va xususiy sektorning, shuningdek, ko\u02bbplab xorijiy oliy o\u02bbquv yurtlari va filiallarining kirib kelishi ijobiy holat bo\u02bbldi.
