O\u02bbrganish esa kishining tafakkuri, narsa va hodisalarga kuchi yetganicha aniqlik kiritishdir. Ilmni odam bolasi yaratilgandan boshlab to\u02bbxtovsiz ravishda o\u02bbrganadi. Ilm inson vujudining xushmanzara bog\u02bbidir va odamiylik olamining javohirga boy tog\u02bbidir. Yumshoq ko\u02bbngillilik hodisalar tola dengizdagi kishilik kemasining langari desa bo\u02bbladi va insoniyat qadrini o\u02bblchaydigan tarozining toshiga tenglashtirsa ham bo\u02bbladi. Ilm axloqi odamning qimmatbaho libosi va u kiyim turlarining eng chidamli matosidir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Agar inson ilm nuri bilan o\u02bbz yo\u02bblini yoritmasa zulmat va nodonlik ko\u02bbchasida qoladi. Kishi qalbining nuri, ilmi va ma\u02bcrifati bilan baquvvat bo\u02bbladi. Ilmdan hali hech kim zarar ko\u02bbrgan emas. Ilmni egallab olish esa bir san\u02bcatdir. Yaxshi tahsil ko\u02bbrgan va ilm nuri bilan xulqini yaxshilagan har bir inson har yerda izzat topadi. Ilm-inson uchun ziynat. Aqlini nodonlikdan qo\u02bbrqitgan har bir ayol esa nomus, izzat, ayollik qadrini tushunib yetadi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Muqaddas Islom dinimizni ham ilmsiz tasavvur qilib bo\u02bblmaydi. Qur\u02bconi karimda ilm so\u02bbzi va uning shakldoshlari 811 joyda zikr qilingan. Bu esa Alloh taoloning nazdida ilmning naqadar muhimligini ko\u02bbrsatadi. \u201cRasululloh sollallohu alayhi vasallam:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u201cIlm talab qilish har bir musulmon zimmasiga farzdir\u201d, dedilar\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Farz bajarilishi lozim, shart bo\u02bblgan buyruqdir. Demakki, har bir musulmon ilmga ega bo\u02bblib, kishilarni hidoyatga da\u02bcvat qiluvchi shaxs bo\u02bblishga urinmog\u02bbi lozim. Islomda ilm talab qilish beshikdan to qabrgacha farz qilingan. Ilm olishning foydalari beqiyosdir. Shulardan bir nechtasini sanab o\u02bbtamiz:<\/span><\/p>\n<ol style=\"text-align: justify;\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm orqali Alloh taniladi, unga ibodat qilinadi, va tavhid asosida yashash yo\u02bblga qo\u02bbyiladi.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm e\u02bctiqodlar va ibodatlarning asosidir.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm talab qilish ham ibodatdir.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm pastni baland, xorni aziz va singanni butun qiladi.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u00a0Ilm tufayli silai rahm qilinadi va haq-huquqlar ado etiladi.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm xoh diniy xoh dunyoviy bo\u02bblsin. Ikkisini ham ibodatdir. Musulmon kishi har tomonlama yuksak saviyali, kuchli, irodali bo\u02bblishi zarur. Tashqaridan keladigan xurujlarga tayyor turmog\u02bbi darkor. Diniy ham dunyoviy tomondan tushunarli, aniq faktlar orqali javob qaytarib, xurujlarning oldini olishi lozim.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Din ta\u02bclimotlarini yaxshi tushunish banda uchun katta baxt-saodat bo\u02bblib, bu holat Alloh taolo unga yaxshilikni iroda qilganiga dalolat qiladi. Demak, diniy ilmni bandaga Alloh taoloning O\u02bbzi beradi. Shuning uchun ham Payg\u02bbambarimiz sollallohu alayhi vasallam gaplarining davomida:\u00a0\u201cAlbatta, men taqsimlovchiman, xolos. Alloh beradi\u201d, deganlar.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm \u2013 eng fazilatli amaldir, chunki u ikki dunyo saodatining kalitidir. Inson ilm va ma\u02bcrifat bilangina chinakam hayotdir. Insonning hayotini to\u02bbg\u02bbri yo\u02bblga solmagan, uning fe\u02bcl-atvorida, amalida ta\u02bcsiri bilinmagan, Alloh va Uning Rasulining yo\u02bbliga yetaklamagan ilmda yaxshilik, xayr-baraka yo\u02bbqdir. Shuning uchun o\u02bbrganilgan emas, amal qilingan ilm haqiqiy ilm sanaladi. O\u02bbqigan, bilganiga amal qilmagan odam bu ilmning hammoli bo\u02bbladi, xolos. Shuning uchun Payg\u02bbambarimiz sollallohu alayhi vasallam manfaatsiz ilmdan panoh so\u02bbraganlar. Mavlono Rumiy aytganlaridek, \u201cJaholat \u2013 zulmatdir. Qorong\u02bbida daraxt dev bo\u02bblib, olma esa tosh bo\u02bblib ko\u02bbrinadi\u201d. Johil odamga oddiy narsa qo\u02bbrqinchli bo\u02bblib, yaxshi narsa foydasiz bo\u02bblib ko\u02bbrinadi. Bu illatning davosi esa talabi ilmdir. Ilm haq bilan botilni farqlashning eng muhim vositalaridan biridir, bitmas-tuganmas xazinadir. Ilmning o\u02bbzi shu qadar fazilatlarga ega ekan, uni o\u02bbrgatgan olimlar, ustozlar, murabbiy va muallimlarning fazli qanchalar ulug\u02bb bo\u02bbladi? Albatta, bizni ilm dengizidan, hikmat sarchashmalaridan bahramand qilgan ustozlarimizning darajotlari benihoya yuksak bo\u02bbladi. \u201cUstoz otangdan ulug\u02bb\u201d deydi dono xalqimiz.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Har bir insonni, u harchand ko\u02bbp ilmga ega bo\u02bblmasin, bir kamtar ustoz o\u02bbqitgan, tarbiyalagan bo\u02bbladi. Hech kim o\u02bbz-o\u02bbzidan olim bo\u02bblib qolmaydi. Ilm faqat o\u02bbqib-o\u02bbrganish bilan hosil bo\u02bbladi. Bu esa tolibi ilmdan iroda, qat\u02bciyat, g\u02bbayrat-shijoat talab qilsa, ustozdan mehr, talabchanlik va tog\u02bbdek sabr-matonat talab qiladi. Bu fazilatlar bilan ne\u02bcmatlantirilgan zotlar Alloh taoloning dargohida eng yuksak darajotlarga ega bo\u02bbladilar.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bizning ajdodlarimiz, bobokalonlarimiz ana shunday tolibi ilm bo\u02bblganlar, ilm o\u02bbrganishni o\u02bbzlariga farz deb bilganlar, ilm o\u02bbrgatishni o\u02bbzlariga burch deb bilganlar, pok niyat bilan ilm ummonidan duru javohirlar qidirganlar. Diyorimiz, ona Vatanimiz Islom nuri ila munavvar bo\u02bblgan davrdan boshlab o\u02bblkamiz ilmu ma\u02bcrifat maskaniga aylandi, son-sanoqsiz masjidu madrasalar bino bo\u02bbldi, ulardan ming-minglab buyuk allomalar, ulug\u02bb zotlar yetishib chiqdi. Xalqimizning chinakam iftixori bo\u02bblmish bu olimu ulamolar, fozilu fuzalolar bashariyatga mudarris bo\u02bbldilar, Islom nurini butun olamga taratdilar, butun dunyoni ilmu ma\u02bcrifatga, kutubxonalarini kitoblarga to\u02bbldirdilar. Biz ana shunday ulug\u02bb ajdodlarning avlodimiz, ular qoldirib ketgan bitmas-tuganmas ilmiy merosning, ulkan xazinaning vorislarimiz. Yurtimiz istiqlolga erishganiga chorak asr to\u02bblgan bugungi dorilomon kunlarda sizu bizning, yoshlarning vazifasi yana ilmga berilish, bugungi kunda inson vazifasi fan-texnika taraqqiyoti tufayli erishgan barcha bilimlarni egallashdir. Zero, yuqorida aytganimizdek, Islom dini insonning ikki dunyo saodatiga erishishi uchun manfaatli bo\u02bblgan har bir bilimni ilm deb hisoblaydi, ba\u02bczilar o\u02bbylaganidek, ilmni diniy yoki dunyoviy deb farqlamaydi. Vatanimizning mustaqilligini mustahkamlashning eng muhim vazifasi har bir sohada o\u02bbz mutaxassislarimizni, olimlarimizni yetishtirishdir. Shunday ekan, ilm-fanning qaysi yo\u02bbnalishi bo\u02bblishidan qat\u02bci nazar, o\u02bbzligimizga qaytishimiz, milliy qadriyatlarimizni tiklashimiz, olim bobokalonlarimiz qoldirib ketgan qo\u02bblyozmalarni o\u02bbqib, o\u02bbrganib, ulardan hayotning bugungi talablariga javob bera oladigan bilim va ko\u02bbnikmalar hosil qilishimiz lozim.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbzbek xalqining ulug\u02bb mutafakkiri, ma\u02bcrifatparvari va buyuk shoiri Alisher Navoiy yoshlarni tarbiyalash ishiga alohida e\u02bctibor berdi. U bolalarni ilm-hunarni, mehnatni sevishga undab, o\u02bbrganilgan ilm va hunarni xalq, vatan yo\u02bblida sarf qilish zarurligini uqtirdi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Alisher Navoiy ilm, ma\u02bcrifat haqida ajoyib fikrlarni olg\u02bba surdi. U aql, ilm insonning eng go\u02bbzal va zaruriy fazilatlaridan biri, har bir kishining eng muhim burchi ilm olishdir, deb hisobladi. Navoiyning fikricha, ilm-fanni egallash uchun yoshlikdan boshlab astoydil o\u02bbqish-o\u02bbrganish kerak: \u201cYoshligingda yig\u02bbgil bilimni, qarigach sarf qilg\u02bbil ani\u201d, degan shoirning o\u02bbzi ham juda yoshligidan ta\u02bclim oladi, o\u02bbqishga beriladi. Jumladan, Farididdin Attorning \u201cMantiq ut-tayr\u201d (\u201cQush nutqi\u201d) asarini bolalik chog\u02bblaridayoq qayta-qayta o\u02bbqib, yod olgan. Alisher Navoiy keyinchalik maktab va maorif masalalariga katta ahamiyat berdi. U mehnatkash xalq bolalarini o\u02bbqitish va tarbiyalash uchun maktablar ochish va madrasalar qurish to\u02bbg\u02bbrisida g\u02bbamxo\u02bbrlik qildi. Alisher Navoiy Astrobodda surgunda yurganida podshoh Husayn Boyqaroga yozgan xatida o\u02bbg\u02bbil va qiz bolalar uchun maktablar ochishni talab qilgani, shaxsan o\u02bbzi madrasalar qurishda tashabbus ko\u02bbrsatgani buning yaqqol dalilidir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Navoiyning fikricha, maktab xalqqa nur keltiradi, unga to\u02bbg\u02bbri yo\u02bbl ko\u02bbrsatadi, bolalarni bilimli qiladi. U o\u02bbzining \u201cIxlosiya\u201d madrasasi yonida maktab ochib, bolalarni o\u02bbqitish va tarbiyalash uchun zarur sharoit yaratib, buning uchun lozim bo\u02bblgan mablag\u02bb ajratadi. Navoiy dars beruvchini quyoshga o\u02bbxshatadi va bu quyosh o\u02bbz atrofidagi yulduzlarga nur sochadi, ya\u02bcni hali ilmdan bexabar bo\u02bblgan toliblarga ilm nurini sochadi, ma\u02bcrifat beradi, deydi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Buyuk so\u02bbz san\u02bcatkori va mutafakkiri o\u02bbzining bir qancha asarlarida bolalar tarbiyasiga oid fikrlarini aytish bilangina kifoyalanib qolmasdan, balki \u201cHayrat ul-abror\u201d, \u201cFarhod va Shirin\u201d, \u201cLayli va Majnun\u201d kabi dostonlarining ayrim boblarini shu masalaga bag\u02bbishlaydi. \u201cHayrat ul-abror\u201d (Yaxshi kishilarning hayratlanishi) falsafiy-ta\u02bclimiy dostondir. Navoiy bu asarida o\u02bbzining falsafiy, ijtimoiy-siyosiy hamda kishilarga ta\u02bclim va o\u02bbgit berish masalalariga katta e\u02bctibor beradi. Dostonda zolim hukmdorlarni qoralab, ikkiyuzlamachi, riyokor ruhoniylarning sir-asrorlarini keskin fosh etadi. Xususan, shoir saxiylik, odob va kamtarinlik, ota-onaga hurmat, rostgo\u02bbylik va to\u02bbg\u02bbrilik, ilmning foydasi va kambag\u02bbal o\u02bbquvchilarning bu yo\u02bblda chekkan azoblari haqida batafsil to\u02bbxtalib o\u02bbtadi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u201cHayrat ul-abror\u201d asarining bir necha boblari odob-axloq va ta\u02bclim-tarbiya masalasiga bag\u02bbishlangan. Navoiy bu dostonning oltinchi maqolotida odob va kamtarlikni ulug\u02bblab, ta\u02bclim-tarbiyaga doir qimmatli fikr-mulohazalarini bayon qilish bilan birga, takabbur va odobsiz kishilarni qattiq qoralaydi. Shoir dostonning bu maqolotida bola tarbiyasi, uni o\u02bbstirish, o\u02bbqitish va balog\u02bbatga yetkazish hamda bu borada ota-onalarning vazifalari haqida batafsil fikr yuritadi. Shoir yoshlarni ota-onaning xizmatini bajarishga, ularni hurmat qilishga, ularga nisbatan hamisha mehr-muhabbatli bo\u02bblishga chaqiradi, ota-onani oy va quyosh deb ta\u02bcriflaydi:<\/span><\/p>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Boshni fido ayla ato qoshig\u02bba,<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Jismni qil sadqa ano boshig\u02bba\u2026<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Tun-kunungga aylagali nurposh,<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Birisin oy angla, birisin quyosh<\/span><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Navoiy ilmdan amalda foydalanish zarurligini ta\u02bckidlaydi:<\/span><\/p>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ilm, Navoiy, senga maqsud bil,<\/span><\/div>\n<div style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Endiki ilm o\u02bbldi amal aylagil.<\/span><\/div>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Navoiy yomon odat va xulq-atvorlarni shafqatsiz qoralashi, oliyjanob insoniy fazilatlarni qadrlashi, bolalarni o\u02bbqish, o\u02bbrganish va yuksak odobli, a\u02bclo xulqli bo\u02bblishga chaqirishi katta ahamiyatga ega bo\u02bblib, bolalar adabiyotining shakllanishida juda muhimdir. Uning bir qator axloqiy-ta\u02bclimiy qarashlari hozirgi kunda ham o\u02bbz qadr-qimmatini saqlab kelmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">\u00a0\u201cAlbatta olimning obidga nisbatan fazilati to\u02bblin oyning yulduzlarga ko\u02bbra fazliga o\u02bbxshaydi\u201d. Ilm talabidagi kishi bilan ibodatdagi obid oralaridagi farq xuddi to\u02bblin oy ila yulduzlar o\u02bbrtasidagi farqqa o\u02bbxshaydi. Bu o\u02bbxshatishni anglash uchun juda ham chuqur bilim shart emas, chunki Nabiy sollallohu alayhi va sallam ummatga o\u02bbz o\u02bbgitlarini soddagina qilib tushuntirib beradilar. Bizga ularni tushunish uchun faqatgina eshitish yoki ozgina mutolaa qilish kifoya.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bugun Yangi O\u02bbzbekiston hayotining barcha sohalari chuqur islohotlar maydoniga aylangan. Bu jarayonda ijtimoiy sohaning asosi hisoblangan ta\u02bclim tizimidagi o\u02bbzgarishlar haqida to\u02bblqinlanib so\u02bbzlamaslikning iloji yo\u02bbq. Mamlakatimizda so\u02bbnggi yillarda ta\u02bclim tizimining barcha bosqichlarini zamonaviy talablar asosida tashkil etish bo\u02bbyicha amaliy ishlar hal qiluvchi bosqichga kirdi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Prezidentimiz ta\u02bckidlaganidek: \u201cFarzandlarimiz maktabdan qanchalik bilimli bo\u02bblib chiqsa, yuqori texnologiyalarga asoslangan iqtisodiyot tarmoqlari shuncha tez rivojlanadi, ko\u02bbplab ijtimoiy muammolarni yechish imkoni tug\u02bbiladi. Shunday ekan, Yangi O\u02bbzbekiston ostonasi maktabdan boshlanadi desam, o\u02bbylaymanki, butun xalqimiz bu fikrni qo\u02bbllab-quvvatlaydi\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ta\u02bclim sohasida amalga oshirilayotgan islohotlarning asosiy qismini, albatta, oliy ta\u02bclim tizimidagi islohotlar tashkil etadi. Xususan, O\u02bbzbekiston Respublikasida oliy ta\u02bclimni tizimli isloh qilishning ustuvor yo\u02bbnalishlarini belgilash, mustaqil fikrlaydigan yuqori malakali kadrlar tayyorlash jarayonini sifat jihatidan yangi bosqichga ko\u02bbtarish, oliy ta\u02bclimni modernizatsiya qilish, ilg\u02bbor ta\u02bclim texnologiyalariga asoslangan holda ijtimoiy soha va iqtisodiyot tarmoqlarini rivojlantirish maqsadida davlatimiz rahbarining 2019 yil 8 oktyabrdagi farmoni bilan tasdiqlangan O\u02bbzbekiston Respublikasi oliy ta\u02bclim tizimini 2030 yilgacha rivojlantirish Konsepsiyasi sohadagi yangi islohotlar uchun debocha vazifasini bajarib bermoqda Bugungi kunda jahondagi nufuzli oliy ta\u02bclim muassasalari ilm-fanning yirik o\u02bbchoqlari hisoblanishi hech kimga sir emas. Hozirda yangi-yangi oliy o\u02bbquv yurtlari, dunyodagi yetakchi universitetlarning filiallari tashkil etilmoqda. Misol uchun, so\u02bbnggi 5 yilda mamlakatimizda 47 ta yangi oliy ta\u02bclim muassasasi, jumladan, xorijiy universitetlarning filiallari tashkil etilib, oliy o\u02bbquv yurtlarining soni 125 taga etdi.
