{"id":20046,"date":"2022-01-31T16:55:22","date_gmt":"2022-01-31T11:55:22","guid":{"rendered":"https:\/\/www.bukhari.uz\/?p=20046"},"modified":"2022-01-31T16:56:52","modified_gmt":"2022-01-31T11:56:52","slug":"2022-2026-yillarga-moljallangan-yangi-ozbekistonning-taraqqiyot-strategiyasi-togrisida","status":"publish","type":"post","link":"https:\/\/bukhari.uz\/?p=20046&lang=oz","title":{"rendered":"2022-2026 yillarga mo\u2018ljallangan Yangi O\u2018zbekistonning taraqqiyot strategiyasi to\u2018g\u2018risida"},"content":{"rendered":"<h4 class=\"mt0\" style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">O\u2018zbekiston Respublikasi Prezidentining farmoni<\/span><\/h4>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Mamlakatimizni 2017-2021 yillarda rivojlantirishning beshta ustuvor yo\u2018nalishi bo\u2018yicha Harakatlar strategiyasi doirasida o\u2018tgan\u00a0davr mobaynida davlat va jamiyat hayotining barcha sohalarini\u00a0tubdan isloh etishga qaratilgan\u00a0<strong>300\u00a0ga yaqin<\/strong>\u00a0qonun,\u00a0<strong>4\u00a0mingdan ziyod<\/strong>\u00a0O\u2018zbekiston Respublikasi Prezidenti qarorlari qabul qilindi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Shuningdek, inson huquqlarini ta\u2019minlash, davlat organlarining hisobdorligi va ochiqligini kuchaytirish hamda fuqarolik jamiyati institutlari, ommaviy axborot vositalarining roli, aholi va jamoat birlashmalarining siyosiy faolligini oshirish bo\u2018yicha tizimli ishlar amalga oshirildi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Milliy iqtisodiyotni isloh qilish borasida tashqi savdo, soliq va moliya siyosatini liberallashtirish, tadbirkorlikni qo\u2018llab-quvvatlash\u00a0va xususiy mulk daxlsizligini kafolatlash, qishloq xo\u2018jaligi mahsulotlarini chuqur qayta ishlashni tashkil etish hamda hududlarni jadal rivojlantirishni ta\u2019minlash bo\u2018yicha ta\u2019sirchan choralar ko\u2018rildi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Fuqarolarning ijtimoiy himoyasini kuchaytirish va kambag\u2018allikni qisqartirish davlat siyosatining ustuvor yo\u2018nalishi sifatida\u00a0belgilanib, aholini yangi ish o\u2018rinlari va kafolatli daromad manbai, malakali tibbiy va ta\u2019lim xizmatlari, munosib yashash sharoitlari\u00a0bilan ta\u2019minlash sifat jihatidan yangi bosqichga ko\u2018tarildi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">So\u2018nggi besh yillik islohotlarning natijasida mamlakatimizda Yangi O\u2018zbekistonni barpo etishning zarur siyosiy-huquqiy, ijtimoiy-iqtisodiy va ilmiy-ma\u2019rifiy asoslari yaratildi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Jahon miqyosidagi murakkab jarayonlarni va mamlakatimiz\u00a0bosib o\u2018tgan taraqqiyot natijalarini chuqur tahlil qilgan holda\u00a0keyingi yillarda\u00a0<strong>\u201cInson qadri uchun\u201d tamoyili<\/strong>\u00a0asosida xalqimizning farovonligini yanada oshirish, iqtisodiyot tarmoqlarini transformatsiya qilish va tadbirkorlikni jadal rivojlantirish, inson huquqlari\u00a0va manfaatlarini so\u2018zsiz ta\u2019minlash hamda faol fuqarolik jamiyatini shakllantirishga qaratilgan islohotlarning ustuvor yo\u2018nalishlarini belgilash maqsadida:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">1. Keng jamoatchilik muhokamasi natijasida<strong>\u00a0\u201cHarakatlar strategiyasidan \u2013 Taraqqiyot strategiyasi sari\u201d tamoyili<\/strong>ga asosan\u00a0ishlab chiqilgan quyidagi\u00a0<strong>yettita ustuvor yo\u2018nalishdan<\/strong>\u00a0iborat\u00a0<strong>2022-2026 yillarga mo\u2018ljallangan Yangi O\u2018zbekistonning taraqqiyot strategiyasi<\/strong>\u00a0(keyingi o\u2018rinlarda \u2013 Taraqqiyot strategiyasi) va uni<strong>\u00a0\u201cInson qadrini ulug\u2018lash va faol mahalla yili\u201dda amalga oshirishga\u00a0 oid<\/strong>\u00a0 davlat\u00a0 \u00a0dasturi\u00a0 (keyingi o\u2018rinlarda \u2013 Davlat dasturi) 1 va 2-ilovalarga muvofiq tasdiqlansin:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>inson qadrini yuksaltirish va erkin fuqarolik jamiyatini<\/strong>\u00a0yanada rivojlantirish orqali xalqparvar davlat barpo etish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mamlakatimizda\u00a0<strong>adolat va qonun ustuvorligi<\/strong>\u00a0tamoyillarini taraqqiyotning eng asosiy va zarur shartiga aylantirish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">milliy iqtisodiyotni\u00a0<strong>jadal rivojlantirish<\/strong>\u00a0va\u00a0<strong>yuqori o\u2018sish sur\u2019atlarini<\/strong>\u00a0ta\u2019minlash;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>adolatli ijtimoiy siyosat yuritish<\/strong>, inson kapitalini rivojlantirish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>ma\u2019naviy taraqqiyotni ta\u2019minlash<\/strong>\u00a0va sohani yangi bosqichga olib chiqish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">milliy manfaatlardan kelib chiqqan holda\u00a0<strong>umumbashariy muammolarga yondashish<\/strong>;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mamlakatimiz\u00a0<strong>xavfsizligi va mudofaa salohiyatini kuchaytirish, ochiq, pragmatik va faol tashqi siyosat<\/strong>\u00a0olib borish.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">2.\u00a0Taraqqiyot strategiyasida inson qadrini ulug\u2018lashga yo\u2018naltirilgan ijtimoiy himoya siyosati bo\u2018yicha belgilangan vazifalar doirasida:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">a)\u00a02026 yilga qadar ehtiyojmand aholi ijtimoiy nafaqa va moddiy yordam bilan to\u2018liq qamrab olinsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Moliya vazirligi (T.Ishmetov) Iqtisodiy taraqqiyot va kambag\u2018allikni qisqartirish vazirligi (S.Xolxo\u2018jayev), Mahalla\u00a0va oilani qo\u2018llab-quvvatlash vazirligi (R.Mamatov) hamda Bandlik\u00a0va mehnat munosabatlari vazirligi (N.Xusanov) bilan birgalikda\u00a0<strong>uch oy muddatda<\/strong>\u00a0quyidagilarni nazarda tutuvchi aholini ijtimoiy himoya qilish milliy strategiyasi loyihasini Vazirlar Mahkamasiga kiritsin:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">ijtimoiy himoya sohasida yagona davlat siyosatini amalga oshirish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">ijtimoiy sug\u2018urta tizimini yaratish, jumladan, ijtimoiy sug\u2018urta jamg\u2018armasini tashkil etish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">kam ta\u2019minlangan oilalarga ijtimoiy yordam va xizmatlarni ijtimoiy shartnoma asosida taqdim etish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">\u201cIjtimoiy himoya yagona reyestri\u201d axborot tizimida yordamga muhtoj ayollar, yoshlar va nogironligi bo\u2018lgan shaxslar bo\u2018yicha alohida ma\u2019lumotlar bazasini yaratish, jumladan, \u201cTemir daftar\u201d, \u201cYoshlar daftari\u201d va \u201cAyollar daftari\u201dni \u201cIjtimoiy himoya yagona reyestri\u201d bilan integratsiya qilish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">b)\u00a0Qoraqalpog\u2018iston Respublikasi va Xorazm viloyatida birinchi-to\u2018rtinchi sinf o\u2018quvchilarini Davlat byudjeti mablag\u2018lari hisobidan\u00a0<strong>bepul ovqat (nonushta yoki tushlik) bilan ta\u2019minlash<\/strong>\u00a0yo\u2018lga qo\u2018yilsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Xalq ta\u2019limi vazirligi (B.Saidov) Sog\u2018liqni saqlash vazirligi (B.Musayev), Moliya vazirligi (T.Ishmetov) hamda Qoraqalpog\u2018iston Respublikasi Vazirlar Kengashi va Xorazm viloyati hokimligi\u00a0bilan birgalikda\u00a0<strong>ikki oy muddatda<\/strong>\u00a02022 yil 1 apreldan boshlab\u00a0birinchi-to\u2018rtinchi sinf o\u2018quvchilarini bepul ovqat bilan ta\u2019minlashni tashkil etish bo\u2018yicha qaror loyihasini Vazirlar Mahkamasiga kiritsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Bunda\u00a0loyihada ajratiladigan mablag\u2018lar sarflanishi ustidan jamoatchilik nazoratini o\u2018rnatish va korrupsiyaviy omillarning oldini olish bo\u2018yicha aniq mexanizmlar nazarda tutilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">v)\u00a0<strong>2023 yil 1 yanvardan boshlab<\/strong>\u00a0pensiyani hisob-kitob qilish\u00a0uchun ish haqining maksimal miqdori pensiyani hisoblash bazaviy miqdorining o\u2018n barobaridan o\u2018n ikki barobarigacha oshirilsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Moliya vazirligi (T.Ishmetov)\u00a0<strong>uch oy muddatda<\/strong>\u00a0O\u2018zbekiston Respublikasining \u201cFuqarolarning davlat pensiya ta\u2019minoti to\u2018g\u2018risida\u201dgi qonuniga quyidagi o\u2018zgartirishlar kiritilishini nazarda tutuvchi qonun loyihasini kiritsin:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">ayollarga pensiya hisoblashda ularning bolani parvarishlash ta\u2019tilida bo\u2018lish vaqtining hammasini jamlaganda ish stajiga\u00a0qo\u2018shib hisoblanadigan 3 yillik davrni 6 yilga oshirish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">bolalikdan nogironligi bo\u2018lgan bolalarga 18 yoshgacha qaralgan davrni pensiya tayinlashda ish stajiga qo\u2018shib hisoblash.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">3.<strong>\u00a0Mahallaning \u201cfaol\u201d \u043c\u043e\u0434\u0435\u043b\u0438<\/strong>ni joriy etish, uni aholi\u00a0<strong>muammolarini bevosita hal qilish<\/strong>\u00a0hamda hududni rivojlantirish uchun zarur resurs va imkoniyatlar bilan ta\u2019minlash maqsadida\u00a0<strong>2022 yilda<\/strong>:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahallalarda yangi institut sifatida joriy qilingan tadbirkorlikni rivojlantirish, aholi bandligini ta\u2019minlash\u00a0va kambag\u2018allikni qisqartirish masalalari bo\u2018yicha tuman (shahar)\u00a0<strong>hokimi yordamchilari\u00a0<\/strong>hamda\u00a0<strong>yoshlar yetakchilari<\/strong>\u00a0faoliyati samarali yo\u2018lga qo\u2018yilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">barcha darajadagi rahbarlar mahallaga tushib, o\u2018z yo\u2018nalishi bo\u2018yicha\u00a0<strong>muammolarni o\u2018rganishi<\/strong>\u00a0va\u00a0<strong>ularga yechim topishi tartibi<\/strong>\u00a0joriy etilib, mahalladagi ishlarning holati vazirlik, idora va hokimliklar faoliyatini\u00a0<strong>baholashning bosh mezoni<\/strong>\u00a0sifatida belgilansin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahalladan turib barcha davlat organlariga murojaat qilish\u00a0va ularning rahbarlari bilan muloqot qilish tizimi yaratilib, davlat\u00a0va ijtimoiy xizmatlarni bevosita mahallada ko\u2018rsatish, shu jumladan, O\u2018zbekiston Respublikasi Prezidentining Xalq qabulxonalari bilan samarali aloqalarni yo\u2018lga qo\u2018yish orqali mahallalarning xalq oldidagi nufuzi oshirilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahallalarda ijtimoiy-iqtisodiy muammolarni hal\u00a0etishda fuqarolarning o\u2018zini o\u2018zi boshqarish organlarining\u00a0vakolatlari qayta ko\u2018rib chiqilib, moliyaviy imkoniyatlari kengaytirilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahallalarning\u00a0<strong>\u201co\u2018sish nuqtalari\u201d<\/strong>\u00a0va ularda yashovchi aholining tadbirkorlik faoliyatidagi ixtisoslashuvidan kelib chiqib, ularda istiqomat qilib, faoliyat yurituvchi aholini davlat tomonidan\u00a0qo\u2018llab-quvvatlash tizimi samaradorligi oshirilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahalla hududida davlat-xususiy sheriklik asosida\u00a0<strong>sport\u00a0va madaniy inshootlar<\/strong>,\u00a0<strong>ijodiy klublar<\/strong>,\u00a0<strong>bandlikka ko\u2018maklashish\u00a0<\/strong>va\u00a0<strong>o\u2018qitish markazlari<\/strong>, tadbirkorlik ob\u2019ektlari kabi infratuzilmani yaratish bo\u2018yicha chora-tadbirlar amalga oshirilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahallani joylardagi vakillik organlari bilan doimiy aloqalarining huquqiy asoslarini yaratish, shu jumladan, mahalla raisi tomonidan mahalliy\u00a0<strong>Kengash majlisida ko\u2018rilishi majburiy bo\u2018lgan masalalarni kiritish<\/strong>ni\u043d\u0433 samarali mexanizmlari yo\u2018lga qo\u2018yilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">fuqarolar tomonidan mahalla raisiga nisbatan\u00a0<strong>ishonchsizlik bildirish instituti<\/strong>\u00a0joriy etilsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Mahalla va oilani qo\u2018llab-quvvatlash vazirligi (R.Mamatov) Iqtisodiy taraqqiyot va kambag\u2018allikni qisqartirish vazirligi (M.Ubaydullayev) hamda boshqa manfaatdor vazirlik va idoralar\u00a0bilan birgalikda\u00a0<strong>uch oy muddatda<\/strong>\u00a0keng jamoatchilik, shu jumladan, mahalla tizimida ko\u2018p yillik ish stajiga ega xodimlarni jalb qilgan holda mahalla faoliyatini takomillashtirishga qaratilgan chora-tadbirlar dasturi va yangilangan \u201cFuqarolarning o\u2018zini o\u2018zi boshqarish organlari to\u2018g\u2018risida\u201dgi qonun loyihasini ishlab chiqib, Vazirlar Mahkamasiga kiritsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">4. Taraqqiyot strategiyasida\u00a0<strong>ta\u2019lim sifatini oshirish<\/strong>\u00a0bo\u2018yicha belgilangan vazifalar doirasida 2022 yilda:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">a)\u00a0<strong>1 apreldan boshlab<\/strong>\u00a0nodavlat maktabgacha ta\u2019lim tashkilotlari\u00a0va maktablarga farzandlarini yuborayotgan ota-onalarning oyiga\u00a0<strong>3 million so\u2018m<\/strong>ga\u0447a bo\u2018lgan to\u2018lovlari\u00a0<strong>daromad solig\u2018idan ozod etilsin<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Moliya vazirligi (T.Ishmetov) Davlat soliq qo\u2018mitasi (Sh.Kudbiyev) bilan birgalikda\u00a0<strong>ikki oy muddatda<\/strong>\u00a0Soliq kodeksi va boshqa qonunchilik hujjatlariga tegishli o\u2018zgartirishlar kiritishni nazarda tutuvchi normativ-huquqiy hujjatlar loyihalarini Vazirlar Mahkamasiga kiritsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">b)\u00a0o\u2018rta ta\u2019lim tizimini zamon talablariga moslashtirish maqsadida:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">umumiy o\u2018rta ta\u2019lim muassasalarida\u00a0<strong>darsliklarni yangilash\u00a0<\/strong>dasturini amalga oshirish uchun Davlat byudjetidan\u00a0<strong>605 milliard<\/strong>\u00a0so\u2018m ajratilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>141 mingta<\/strong>\u00a0yangi o\u2018quv o\u2018rinlari yaratilsin va ularning soni\u00a0<strong>2026 yil yakuniga qadar<\/strong>\u00a0<strong>6,4 milliongacha<\/strong>\u00a0yetkazilsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Xalq ta\u2019limi vazirligi (B.Saidov) Moliya vazirligi (T.Ishmetov), Bandlik va mehnat munosabatlari vazirligi (N.Xusanov) hamda boshqa manfaatdor vazirlik va idoralar bilan birgalikda yangi o\u2018quv o\u2018rinlarini yaratish va maktab o\u2018quvchilarini kasb-hunarga o\u2018qitish bo\u2018yicha choralarni ko\u2018rib borsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">5. Qoraqalpog\u2018iston Respublikasining Mo\u2018ynoq tumani uchun\u00a0maxsus soliq stavkalarini o\u2018rnatish tajribasi asosida sharoiti\u00a0\u201cog\u2018ir\u201d bo\u2018lgan tumanlarda tadbirkorlikni rivojlantirish uchun\u00a0qo\u2018shimcha qulayliklar yaratish ishlari davom ettirilsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Moliya vazirligi (T.Ishmetov) Davlat soliq qo\u2018mitasi (Sh.Kudbiyev) bilan birgalikda\u00a0<strong>2022 yil 1 oktyabrga qadar<\/strong>\u00a0sharoiti \u201cog\u2018ir\u201d bo\u2018lgan hududlarda 2025 yil 1 yanvargacha yangi tashkil etiladigan tadbirkorlik sub\u2019ektlariga aylanmadan olinadigan soliq stavkasi\u00a0<strong>1\u00a0foiz<\/strong>\u00a0stavkada hamda yuridik shaxslardan olinadigan yer solig\u2018i, yuridik shaxslarning mol-mulkiga solinadigan soliqlari hisoblangan summadan\u00a0<strong>1\u00a0foiz<\/strong>\u00a0stavkada to\u2018lash tizimini joriy etish bo\u2018yicha qonun loyihasini Vazirlar Mahkamasiga kiritsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">9. 2022 yildan boshlab bosqichma-bosqich\u00a0<strong>tadbirkorlikka\u00a0oid barcha majburiy talablarni yagona elektron reyestrga kiritish<\/strong>\u00a0tartibi joriy etilsin hamda takrorlanuvchi va o\u2018z ahamiyatini yo\u2018qotgan majburiy talablar qayta ko\u2018rib chiqilib,\u00a0<strong>yagona reyestr 2025 yil 1 iyuldan<\/strong>\u00a0<strong>boshlab to\u2018liq ishga tushirilsin<\/strong>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Adliya vazirligi (R.Davletov) Tadbirkorlik sub\u2019ektlarining huquqlari va qonuniy manfaatlarini himoya qilish bo\u2018yicha vakil (D.Qosimov) va Savdo-sanoat palatasi (A.Ikramov) bilan birgalikda\u00a0<strong>uch oy muddatda\u00a0<\/strong>tadbirkorlik sohasidagi majburiy talablar\u00a0xatlovdan o\u2018tkazib, ularni qayta ko\u2018rib chiqish va tegishli yo\u2018nalishlar bo\u2018yicha yagona reyestrga kiritish hamda ushbu reyestrni\u00a0<strong>2025 yilga\u00a0qadar to\u2018liq ishga tushirish\u00a0<\/strong>yuzasidan takliflarni O\u2018zbekiston Respublikasi Prezidenti Administratsiyasiga kiritsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">10.<strong>\u00a02022 yil 1 aprelga qadar<\/strong>\u00a0tadbirkorlik sub\u2019ektlarida\u00a0masofaviy (onlayn) faoliyat ko\u2018rsatish imkoniyatlarining mavjudligidan\u00a0hamda ularning ixtisoslashuvidan kelib chiqib, litsenziya va boshqa\u00a0ruxsat etuvchi hujjatlarni olish tartib-taomillari quyidagilarni inobatga olgan holda soddalashtirilsin:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">xizmat ko\u2018rsatish mamlakat hududidan tashqarisida amalga oshirilishi sababli xorijdan kelgan buyurtmalar bo\u2018yicha milliy standart va talablarni bekor qilish;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">\u201cbog\u2018lovchi-operator\u201d sifatida masofaviy xizmat\u00a0ko\u2018rsatishga ixtisoslashgan tadbirkorlik sub\u2019ektlari (agregatorlar) faoliyatiga doir maxsus shartlarni belgilash orqali ayrim litsenziya va boshqa ruxsat etuvchi hujjatlarni olish bo\u2018yicha talablarni bekor qilish.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Adliya vazirligi (R.Davletov) Axborot texnologiyalari\u00a0va kommunikatsiyalarini rivojlantirish vazirligi (Sh.Shermatov)\u00a0hamda boshqa manfaatdor vazirlik va idoralar bilan birgalikda\u00a0<strong>ikki oy muddatda\u00a0<\/strong>litsenziya va ruxsat etuvchi hujjatlar talablarining mazkur bandga muvofiq qayta ko\u2018rib chiqilishini ta\u2019minlasin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">11. Iqtisodiyotda davlat ishtirokini qisqartirish va\u00a0<strong>xususiy sektor uchun keng yo\u2018l ochish<\/strong>\u00a0maqsadida eksklyuziv huquqlarni bekor qilish\u00a0va davlat ishtirokidagi kompaniyalarni xususiylashtirish hisobiga\u00a0<strong>25 dan ortiq faoliyat turi bo\u2018yicha monopoliyalar<\/strong>\u00a0tugatilsin:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>2022 yilda<\/strong>\u00a0\u2013 14 ta, shu jumladan,\u00a0sertifikatlashtirish\u00a0xizmatlari;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>2023-2025 yillarda<\/strong>\u00a0\u2013 11 ta, shu jumladan, neft mahsulotlarini saqlash, temir yo\u2018llarda tashishda qo\u2018shimcha xizmatlarni ko\u2018rsatish, aerovokzal va vokzal oldi komplekslarini yuritish xizmatlari, temir yo\u2018lda ekspeditorlik xizmatlari.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">12. Taraqqiyot strategiyasida\u00a0<strong>hududlarni kompleks ijtimoiy-iqtisodiy rivojlantirish\u00a0<\/strong>bo\u2018yicha belgilangan vazifalar doirasida\u00a0<strong>hududlar bilan ishlashning\u00a0<\/strong>quyidagilarni nazarda tutuvchi\u00a0<strong>yangi\u00a0tartibi<\/strong>\u00a0o\u2018rnatilsin:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">2022-2026 yillarga mo\u2018ljallangan hududlarni kompleks ijtimoiy-iqtisodiy rivojlantirish bo\u2018yicha dasturlar asosida har yili barcha\u00a0<strong>tuman va shaharning muammo va imkoniyatlarini<\/strong>\u00a0chuqur o\u2018rgangan\u00a0holda hududlar kesimida taraqqiyot dasturlari ishlab chiqiladi;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>har chorak yakuni bo\u2018yicha<\/strong>\u00a0Qoraqalpog\u2018iston Respublikasi Vazirlar Kengashi Raisi, viloyatlar va Toshkent shahar hokimlari\u00a0<strong>hududlarni ijtimoiy-iqtisodiy rivojlantirish dasturlaridagi\u00a0<\/strong>vazifalarning bajarilishi yuzasidan xalq deputatlari Kengashlariga, Bosh vazirning o\u2018rinbosarlari hamda vazirlik va idoralar rahbarlari esa Oliy\u00a0Majlis palatalariga hisobot beradi;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">ijtimoiy-iqtisodiy sohani isloh qilish va ustuvor tarmoqlarni rivojlantirishga yo\u2018naltirilgan\u00a0<strong>muhim loyihalar<\/strong>\u00a0barcha hududlarning talablari va mahalliy tashabbuskorlarning takliflarini inobatga\u00a0olgan holda\u00a0<strong>mahalliy jamoatchilik ishtirokida keng muhokama qilinganidan keyin<\/strong>\u00a0qabul qilinadi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Vazirlar Mahkamasi\u00a0<strong>bir oy muddatda<\/strong>\u00a02022-2026 yillarga mo\u2018ljallangan respublikaning hududlarini kompleks ijtimoiy-iqtisodiy rivojlantirish bo\u2018yicha dasturlar loyihalarini tasdiqlasin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">13. Davlat boshqaruvi organlarining\u00a0<strong>\u201cDavlat \u2013 inson uchun\u201d tamoyili\u00a0<\/strong>asosida\u00a0<strong>hududiy masalalarni hal qilishdagi mas\u2019uliyati<\/strong><\/span><br \/>\n<span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\"><strong>va javobgarligini kuchaytirish<\/strong>\u00a0hamda ularning strategik yo\u2018nalishlarni rejalashtirishga qaratilgan yangi tizim yaratish maqsadida:<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">mahallalarda tadbirkorlikni rivojlantirish, aholi bandligini ta\u2019minlash va kambag\u2018allikni qisqartirish masalalari bo\u2018yicha tuman (shahar)\u00a0<strong>hokimi yordamchilari\u00a0<\/strong>hamda\u00a0<strong>yoshlar yetakchilari\u00a0<\/strong>tomonidan doimiy ravishda mahallani o\u2018rganish va tahlil qilish natijasiga ko\u2018ra ularni rivojlantirish bo\u2018yicha \u201cyo\u2018l xaritalari\u201dni ishlab chiqish amaliyoti yo\u2018lga qo\u2018yilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">barcha bo\u2018g\u2018indagi davlat boshqaruvi organlarining bir yillik ish dasturini, shu jumladan, jamoatchilik ishtirokida ishlab chiqish, ularning ijro holatini doimiy e\u2019lon qilib borish amaliyoti yo\u2018lga qo\u2018yilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">davlat organlarida murojaatlarni tahlil qilish, ijtimoiy so\u2018rovlar va jamoatchilik muhokamalarini o\u2018tkazish natijalaridan kelib chiqib, hududlar (tuman, shahar, qishloq va mahalla) kesimida\u00a0o\u2018z tuzilmalarining faoliyati bo\u2018yicha dasturlar ishlab chiqilib, e\u2019lon qilib borilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">davlat boshqaruvi organlari tomonidan qabul qilinayotgan qarorlarning ijro etilishi jarayonini jamoatchilik tomonidan\u00a0kuzatib borish, shu jumladan, ommaviy axborot vositalarida muntazam e\u2019lon qilib borish tizimi yaratilsin;<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">har bir tarmoq va hudud bo\u2018yicha qabul qilingan dasturlar ijrosi yuzasidan rahbarlarning hisobot berish tizimi yo\u2018lga qo\u2018yilsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Vazirlar Mahkamasi manfaatdor vazirlik va idoralar bilan birgalikda\u00a0<strong>to\u2018rt oy muddatda<\/strong>\u00a0mazkur bandda nazarda tutilgan tizimni samarali yo\u2018lga qo\u2018yish yuzasidan qaror loyihasini kiritsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">14. font-family: 'times new roman', times, serif;\">23. \u201cTaraqqiyot strategiyasi\u201d markazi va \u201cYuksalish\u201d umummilliy harakati Axborot texnologiyalari va kommunikatsiyalarini rivojlantirish vazirligi bilan birgalikda\u00a0<strong>bir oy muddatda<\/strong>\u00a0Taraqqiyot strategiyasi va Davlat dasturining\u00a0<strong>joylardagi ijrosi natijadorligini aholiga yetkazish bo\u2018yicha onlayn portalni<\/strong>\u00a0ishga tushirsin.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt;
