Mamlakatimiz ta\u02bclim-tarbiya tizimidagi tub islohotlar esa har bir oilaga, ota-onaga ertangi yorug\u02bb kun uchun katta ishonch berayotgani haqiqat.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ma\u02bclumki, 2021-yil yurtimizda \u201cYoshlarni qo\u02bbllab-quvvatlash va aholi salomatligini mustahkamlash yili\u201d, deb nomlandi. Mazkur ramziy yil nomiga mos ravishda qabul qilingan Davlat dasturi asosida bajarilgan ishlar mohiyatiga chuqur ahamiyat qaratilsa, har qanday iqtisodiy rivojlanish asosida, eng avvalo, yoshlar kamoloti ustuvor ahamiyat kasb etishi namoyon bo\u02bbladi. Bu bejiz emas, albatta. Shuning uchun islohotlarimizni kengaytirish va samaradorligini yanada oshirish masalalarida biz zamonaviy bilim va ko\u02bbnikmalarga ega bo\u02bblgan g\u02bbayratli, tashabbuskor, har tomonlama rivojlangan yoshlarimizni o\u02bbzimizga tayanch deb bilamiz\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Darhaqiqat, farzandlarimizning kelajakda raqobatbardosh kadrlar bo\u02bblib shakllanishi, avvalo, ularning yoshligida olgan odobaxloqi hamda ilm-u ma\u02bcrifatiga bog\u02bbliq. \u201cYoshlikda olingan bilim toshga o\u02bbyilgan naqsh kabidir\u201d, deydi donishmandlar. Shu bois, yoshlarning ta\u02bclim olishi, kasbhunar egallashi, yetuk insonlar bo\u02bblib ulg\u02bbayishi yo\u02bblida zamonaviy, ilg\u02bbor-innovatsion shart-sharoitlarni yaratib berish uchun yurtimizda bor kuch va imkoniyatlar ishga solinmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Xabaringiz bor, shu hafta boshida Prezidentimiz Shavkat Mirziyoyev huzurida 2022-yil uchun soliq tushumlari hamda byudjet parametrlari yuzasidan yig\u02bbilish o\u02bbtkazildi. Unda davlatimiz rahbari tomonidan mamlakatimizda inson qadrini ulug\u02bblash, odamlar hayotini yaxshilash asosiy maqsad etib belgilangani va bu tamoyillar byudjetni shakllantirishda asosiy mezon bo\u02bblishi zarurligi ta\u02bckidlandi. Shunga muvofiq, Prezidentimiz kelgusi yilga mo\u02bbljallangan davlat byudjeti loyihasida ham avvalo, ijtimoiy yo\u02bbnalishlarga katta e\u02bctibor qaratib, ta\u02bclim va tibbiyot tizimiga ko\u02bbzda tutilgan 58 trillion so\u02bbm mablag\u02bbga qo\u02bbshimcha tarzda yana 12 trillion so\u02bbm ajratish taklifini bildirdi. Zotan, yosh avlod ta\u02bclim-tarbiyasi va sihat-salomatligiga ustuvor ahamiyat qaratilishi bugun xalqimiz intilayotgan Uchinchi Renessans \u2013 yangi Uyg\u02bbonish davriga qo\u02bbyilajak poydevorning mustahkam bo\u02bblishi garovidir. Tabiiyki, yuqorida qayd etilgan mablag\u02bblarning barcha ta\u02bclim bo\u02bbg\u02bbinlarini, xususan, oliy ta\u02bclimni rivojlantirishdagi o\u02bbrni aniq hisob-kitoblar asosida belgilab berildi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">O\u02bbzbekiston rahbari yoshlar istiqboli uchun ajratilgan sarmoya kelajak uchun qo\u02bbyilgan eng samarali sarmoya, ta\u02bclim darajasi va sifati esa, har qanday davlatning istiqbolini belgilab beradigan muhim omil ekanini bot-bot ta\u02bckidlab kelmoqda. Shu maqsadda mamlakatimizda Maktabgacha ta\u02bclim vazirligi tashkil etildi, maktab ta\u02bclim tizimi tubdan isloh qilinib, 11 yillik umumiy o\u02bbrta ta\u02bclim zamon talablari asosida qayta joriy etildi. Hududlarda yangi oliy ta\u02bclim muassasalari, ilmiydiniy va ijodiy markazlar tashkil etilmoqda. Oliy o\u02bbquv yurtlariga qabul kvotalari sezilarli darajada kengaytirildi. Sirtqi va kechki oliy ta\u02bclim shakllari tiklandi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Keyingi ikki yil ichida rivojlangan davlatlarning 20 ga yaqin nufuzli universitetlari filiallari ochildi. Bu bugun ulug\u02bb orzu-maqsadlar bilan voyaga yetayotgan o\u02bbg\u02bbil-qizlarimizga rag\u02bbbat berib, kelgusida o\u02bbz tanlagan kasbi bo\u02bbyicha yetuk mutaxassis bo\u02bblishiga ishonch uyg\u02bbotmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Shuningdek, farzandlarimizning yoshlikdan bilim, kasb-hunar egallashi hamda iste\u02bcdodlarini to\u02bbliq namoyon etishi uchun 5 ta muhim tashabbusning ilgari surilgani O\u02bbzbekiston tarixida yoshlar ta\u02bclim-tarbiyasi bo\u02bbyicha yana bir yangi bosqichni boshlab berdi, desak mubolag\u02bba bo\u02bblmaydi. Davlatimiz rahbarining bu ezgu g\u02bboyasi O\u02bbzbekiston xalqi, ayniqsa, yoshlari tomonidan katta qiziqish bilan qarshi olinib, qisqa vaqtda mamlakat bo\u02bbylab keng quloch yozgani bejiz emas. Chunki yosh avlodni har tomonlama qo\u02bbllab-quvvatlash, ma\u02bcnaviy yetuk, jismonan sog\u02bblom, vatanparvar va fidoyi etib tarbiyalash, huquq hamda manfaatlarini himoya qilishga e\u02bctibor qancha kuchaytirilsa, uning samarasi ham shuncha yuqori bo\u02bblishi shubhasiz. Shu bois, O\u02bbzbekistonda jamiyatning faol qatlami bo\u02bblgan yoshlarga o\u02bbzini \u201crivojlangan\u201d hisoblagan ayrim davlatlar singari \u201cmuammo\u201d deb emas, balki yurt ravnaqini ta\u02bcminlovchi katta kuch sifatida qaramoqda. Natijada bugun yuksak bilimli, zamonaviy fikrlaydigan, qat\u02bciy pozisityaga ega yoshlar mamlakatning ertangi taraqqiyotida tobora hal qiluvchi kuchga aylanib boryapti.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Muhimi, Prezidentimiz Shavkat Mirziyoyev tomonidan nafaqat mamlakatimiz, balki, butun dunyo hamjamiyati e\u02bctibori ham yoshlar ta\u02bclim-tarbiyasi, ma\u02bcnaviyati va huquqlari himoyasiga qaratilib, Yoshlar huquqlari to\u02bbg\u02bbrisidagi BMT konvensiyasini qabul qilish taklifi ilgari surilgani katta ahamiyatga ega. Ushbu taklif xalqaro hamjamiyat tomonidan ham iliq qarshi olindi. Zotan, bugun dunyo miqyosida yoshlar soni ikki milliarddan ortiq bo\u02bblgani holda, axborot xurujlari, \u201commaviy madaniyat\u201d, xalqaro terrorizm va esktremizm kabi chegarasiz tahdidlar shiddat bilan o\u02bbsib borayotgani murg\u02bbak va beg\u02bbubor qalblarni ishonchli himoya qilish zaruratini yuzaga keltirayotgani ochiq haqiqat. Afsuslanarlisi, ushbu tahdidlarning paydo bo\u02bblishida ayrim g\u02bbarazli maqsaddagi kuchlar din va davlatni birbiriga muxolifat sifatida ko\u02bbrsatishga, ayniqsa, muqaddas islom dini asoslarini buzib talqin etishga harakat qilmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Ma\u02bclumki, Qur\u02bconi karim oyatlarining ilk so\u02bbzi \u201cIqro\u201d (ya\u02bcni, o\u02bbqi) buyrug\u02bbi bilan nozil bo\u02bblgan. Shuning o\u02bbziyoq muqaddas dinimizda ilmma\u02bcrifatga qanchalik e\u02bctibor qaratilganidan dalolat emasmi?! Chunki dinimiz ilm-ma\u02bcrifat dini bo\u02bblib, unda jaholat va ilmsizlik hamisha qoralangan. Dunyoning obodligi, bardavomligi va baxt-saodati, albatta, ilm va ma\u02bcrifat bilan chambarchas bog\u02bbliq. Hazrati Ali roziyallohu anhu \u201cIlm moldan yaxshidir, u seni himoya qiladi, molni esa sen qo\u02bbriqlashga majbursan, ilm hokim, mol mahkumdir, sarflash, nafaqa qilish bilan mol kamaysa, ilmni tarqatganing sayin ko\u02bbpayib boradi\u201d, degan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Imom Buxoriy rivoyat qilgan Hadisi sharifda: \u201cBolalaringizga odob beringlar va odoblarini chiroyli qilinglar\u201d, deyiladi. Farzand ta\u02bclim-tarbiyasi xususida Imom G\u02bbazzoliy o\u02bbzining \u201cIhyou ulumud din\u201d asarida \u201cBola \u2013 ota-ona qo\u02bblidagi omonat. Uning qalbi turli naqsh va rasmlardan xoli. Qanday naqsh solinsa, qabul qiladi\u2026 Agar yaxshilikka undalsa va o\u02bbrgatilsa, saodatli bo\u02bbladi. Otaonasi hamda odob, ta\u02bclim-tarbiya bergan ustozlar uning savobiga sherik bo\u02bbladi\u2026\u201d deb yozadi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Darhaqiqat, bugun dunyo inson nigohida halqalangan ko\u02bbzyoshdek qalqib turgan bir paytda yoshlarni chalg\u02bbituvchi, ularni o\u02bbz domiga tortishni istovchi turli g\u02bbarazli kuchlar ko\u02bbpayib boryapti. Eng achinarlisi, dunyoning qaysi burchagida biror jinoyat sodir etilsa, albatta, bunda yoshlarning g\u02bbo\u02bbrligi, oq-qorani hali to\u02bbliq ajrata olmasligidan foydalanilyapti.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Tahlillar shuni ko\u02bbrsatmoqdaki, oilada farzand tarbiyasiga e\u02bctiborsizlik nafaqat o\u02bbsha xonadon, balki butun bir millat, xalq ma\u02bcnaviy tanazzuliga asos bo\u02bblishi mumkin ekan. Bunga tarixda misollar ko\u02bbp. Bugun dunyoda inson kapitali uchun kurash, eng katta sarmoya farzandning bilimli bo\u02bblishiga, tarbiyasiga tikilayotgan bir vaqtda, ming afsuski, ayrim oilalarda farzand tarbiyasiga e\u02bctiborsizlik holati ham yo\u02bbq emas. Shu bois, Payg\u02bbambarimiz Muhammad sollallohu alayhi vasallamning \u201cHech bir ota-ona farzandiga go\u02bbzal tarbiyadan ko\u02bbra, qimmatliroq meros qoldira olmaydi\u201d, degan hikmatlarini unutmasligimiz lozim.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Shu ma\u02bcnoda, 2020-yildan umumiy o\u02bbrta ta\u02bclim maktablari o\u02bbquv dasturidan \u201cTarbiya\u201d fanining o\u02bbrin olgani bejiz emas. Davlatimiz rahbari tomonidan ilgari surilgan tashabbus asosida O\u02bbzbekiston xalqaro islom akademiyasi huzurida tashkil etilgan mualliflar va ekspertlar guruhi ishtirokida yaratilgan yangi fan darsliklari o\u02bbquvchilarning yoshi va psixofiziologik xususiyatlari inobatga olingan holda, ularning ongiga umuminsoniy qadriyatlar va yuksak ma\u02bcnaviyatni yanada chuqur singdirish, ularni vatanparvarlik va insonparvarlik ruhida tarbiyalashga xizmat qilishi nazarda tutilgan. \u201cTarbiya\u201d fani dasturi milliy tarbiyamiz o\u02bbzagi va Abu Rayhon Beruniy, Imom Buxoriy, Abu Nasr Forobiy, Yusuf Xos Hojib, Alisher Navoiy, Husayn Voiz Koshifiy, Abdulla Avloniy, Mahmudxo\u02bbja Behbudiy, Abdurauf Fitrat kabi ulug\u02bb mutafakkirlarimizning ma\u02bcnaviy-ilmiy merosiga asoslangan. Ayni vaqtda xalqaro tajribalar asosida zamonaviy tarbiya texnologiyalaridan foydalanilgani yangi fanning zamon bilan hamnafasligiga xizmat qilmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Tan olib aytish joizki, yaqin-yaqingacha umumiy o\u02bbrta ta\u02bclim maktablarida o\u02bbquvchilar tarbiyasiga ularning ta\u02bclimdan bo\u02bbsh vaqtida amalga oshiriladigan qo\u02bbshimcha yuklama \u2013 ikkinchi darajali ish sifatida qarash tendensiyasi kuchayayotgandek edi. Buning oqibatida tarbiya uzuq-yuluq jarayonga aylanib, otaona va o\u02bbqituvchi o\u02bbrtasida muallaq turib qoldi. Ming afsuski, ushbu jarayonning asorati bugun turli g\u02bbarazli kuchlar aldoviga uchib, noto\u02bbg\u02bbri yo\u02bbl va g\u02bboyalar ta\u02bcsiriga tushib qolgan yoshlar taqdirida qora dog\u02bb qoldirmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Biz buyuk tarix, buyuk davlat, buyuk madaniyat yaratgan, dunyo tamadduni rivojiga ulkan hissa qo\u02bbshgan, donishmand xalq farzandlarimiz. Buning asosi esa ilm-ma\u02bcrifat, bag\u02bbrikenglik va o\u02bbzlikni anglash ajdodlarimizning doimiy intilishi, maqsad-muddaosi bo\u02bblganidadir. Zotan, IX\u2013XII asrlarda mintaqamizda yuz bergan Birinchi Sharq Uyg\u02bbonish davrida ham, butun dunyoda Temuriylar davri Renessansi deya e\u02bctirof etilgan XIV\u2013XVI asrlardagi Ikkinchi Sharq Uyg\u02bbonish davrida ham jamiyatda dinu diyonat mustahkam, insonlar dunyoqarashida ma\u02bcnaviyat qadrli, davlatchilik tuzumida ilm-fan va ma\u02bcrifat ustuvor bo\u02bblgan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">Bir so\u02bbz bilan aytganda, azaldan xalqimizning ilmu fan, ijodu mehnatga rag\u02bbbati baland bo\u02bblib, o\u02bbzining yuksak ma\u02bcnaviyati, imon-e\u02bctiqodi, milliy g\u02bbururi hamda umuminsoniy qadriyatlarga yo\u02bbg\u02bbrilgan go\u02bbzal odob-axloqi bilan hamisha ibrat bo\u02bblgan.
