Nafaqat G\u02bbarbiy Yevropa, Amerika yoki Avstraliyadagi aholining ozchiligini tashkil qiluvchi musulmonlar, aholisining mutlaq ko\u02bbpchiligi musulmonlardan iborat Turkiya, O\u02bbzbekiston tajribasi ham shundan dalolat beradi. Vijdon erkinligi xalqaro miqyosda barcha demokratik tizimlarda kafolatlangan va inson huquqlariga oid xalqaro deklaratsiyada belgilab qo\u02bbyilgan muhim huquq hisoblanadi. Demokratik nazariya, bir tomondan, dinni undan siyosiy maqsadlarda foydalanishga urinishlardan saqlaydi, boshqa tomondan esa, uni mutaassiblik va jaholatda ayblashlardan himoya qiladi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Dunyoviylik tushunchasini diniylik bilan mutlaq qarama-qarshi qo\u02bbyish to\u02bbg\u02bbri emas. Ular dunyo va inson hayotining mohiyatiga turlicha qarash usullaridir. Dunyoviylik tushunchasida diniy tashkilotlarni siyosiy tashkilotlardan ajratish va diniylikni barcha uchun asos qilib olmaslik tamoyili turadi. Dindorlik esa, qalbga bog\u02bbliq hissiyot. Uni barchaga majburiy singdirish hech qaysi diniy tamoyilga to\u02bbg\u02bbri kelmaydi. Dunyoviy taraqqiyot yo\u02bblini tutgan davlatlarda garchi din davlatdan ajratilgan bo\u02bblsa-da, jamiyatdan ajralmagan. Bugungi kun voqeligi shuni ko\u02bbrsatyaptiki, dunyoviy va diniy qadriyatlar muvozanati buzilgan jamiyatlarda ijtimoiy taraqqiyot masalasida jiddiy muammolar kelib chiqmoqda.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Islom dinida dunyoviylikka dinga yot tushuncha sifatida qaralmaydi. Islom dinining muqaddas manbalari \u2014 Qur\u02bconi karim va Sunnada ham dunyoviylik tamoyillari asosini ko\u02bbrishimiz mumkin. Qur\u02bconi karimdagi \u201cDinda (dinga) zo\u02bbrlash yo\u02bbq\u201d (Baqara, 256) oyatida dunyoviylikning eng muhim asoslaridan biri mujassam bo\u02bblgan. Unga ko\u02bbra, diniy hayot tarzini majburlab singdirish mumkin emas. Ushbu oyatning so\u02bbnggi nozil bo\u02bblgan oyatlardan ekani ham alohida e\u02bctiborga molik.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Diniylik va dunyoviylik haqida so\u02bbz borganda, davlatchilik mavzusini ham nazardan chetda qoldirish mumkin emas. Payg\u02bbambarimiz Muhammad alayhissalom Madinaga ko\u02bbchib o\u02bbtganlarida tuzilgan tarixiy hujjat \u2014 Madina sahifasida (zamonaviy tilda Madina konstitutsiyasi) dunyoviy davlatchilikning muhim jihatlarini ko\u02bbrish mumkin. Ushbu sahifa Madinadagi turli ijtimoiy guruhlarning o\u02bbzaro tinch-totuv yashashini ta\u02bcminlashga qaratilgan edi. Sahifada eski urf-odat va an\u02bcanalar e\u02bctirof etildi, barcha toifalarning dini, kelib chiqishidan qat\u02bci nazar, tengligi ko\u02bbrsatib o\u02bbtildi, ichki va tashqi xavfsizlik hamda hamkorlik masalalari qayd etildi. Shu bilan birga, siyosiy tashkilotning tamomila yangi ko\u02bbrinishdagi tamoyillari ishlab chiqildi: tashqi dushmanga qarshi birdamlikda harakatlanish va jamoaning (shahar aholisining) barcha vakillarini birdek himoya qilish, har qanday jinoyatchini yakkalab qo\u02bbyish, ya\u02bcni uning urug\u02bb va qabilasi himoyasidan ajratilishi tufayli qabilalararo nizolarga barham berilishi, barcha aholi yagona xalq (ummat) deb qaralishi va hokazo.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Sahifada fuqarolik, ya\u02bcni bir davlatning teng huquqli va to\u02bblaqonli a\u02bczosi bo\u02bblish imkoniyati ham yoritilgan edi. Ya\u02bcni dini, qabilasi, urug\u02bbidan qat\u02bci nazar, bir davlat hokimiyati ostida fuqarolik ta\u02bcminlanishi, ularning barchasi o\u02bbz dinini saqlagan holda bir jamiyatga birlashishi Sahifaning 1, 2, 25-35 va boshqa bandlarida qayd etildi. Mazkur hujjatda musulmonlar va boshqa din vakillari o\u02bbrtasidagi munosabat fuqarolik tamoyili asosida barpo etilishi ko\u02bbzda tutilgan. Natijada turli diniy, siyosiy qarashlarga ega insonlarning bir davlat hokimiyati ostida teng huquqli bo\u02bblib yashashi Madina sahifasida kafolatlandi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Islom dini ta\u02bclimotida davlat siyosiy tuzilmasining muayyan shakli ko\u02bbrsatilmagan bo\u02bblib, faqatgina umumiy tamoyillar belgilangan. Ulamolar bu tamoyillar 4 ta ekanini aytadi: tenglik, erkinlik, adolat va mashvarat. Ushbu tamoyillar o\u02bbrnatilsa, davlat qanday shaklga ega ekanidan qat\u02bci nazar, u islom diniga muvofiq keladi. Davlat boshqaruvi tizimi o\u02bbz diniy qiyofasidan dunyoviylikka yuz tutishi 4 xalifa davrida namoyon bo\u02bbla boshlagan edi. Ana shu davrning o\u02bbzidayoq davlat axloqiy-diniy darchali dunyoviy tus kasb eta boshladi. Fors va rumliklardan o\u02bbzlashtirilgan tajriba sifatida devonlar tuzildi, davlatda vazifalar taqsimoti amalga oshirildi. Bu devonlar, asosan, dunyoviy maqsadlar yuzasidan barpo etilgan edi: pochta, qo\u02bbshin, muhrdorlik, ishchilar devonlari\u2026<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Bugungi kunda ayrim buzg\u02bbunchi kuchlar tomonidan zamonaviy dunyoviy qonunchilik asosida hayot kechirish musulmonlar uchun maqbul emasligi haqida soxta da\u02bcvolar tarqatilmoqda. Vaholanki, dunyoviy qonunlar haqida yetuk islom ulamolarining fikrlarini quyidagicha umumlashtirish mumkin: zamonaviy jamiyatlarning o\u02bbz manfaatlarini ko\u02bbzlab chiqargan qoidalari garchi shariatdan olinmagan bo\u02bblsa-da, lekin shariatga zid kelmasa, ular ham shariatga muvofiq hisoblanaveradi. Inson tabiatiga xos bo\u02bblgan ayrim tamoyillar borki, ular faqat bir holatdagina o\u02bbzgarishi mumkin, qachonki fitrat buzilsa. Erkinlik, adolat, tenglik, rahmdillik, zo\u02bbravonlikni yomon ko\u02bbrish, zulmni rad etish zamon va makon o\u02bbzgarishi bilan ham o\u02bbzgarmaydigan tamoyillardir. Mana shu tamoyillar asosida jamiyatda bir-biridan farqlanuvchi qonunlar ishlab chiqilgan. Har bir jamiyat muayyan bir davrda o\u02bbzining sharoiti va imkoniga qarab yuqoridagi tamoyillarga zid kelmaydigan qonunlarni ishlab chiqishi mumkin. Ammo hozirgi kunda diniy davlat qurishni da\u02bcvo qilayotganlar dindagi o\u02bbzgarmas tushunchalar va o\u02bbzgaruvchan tushunchalarni farqlamay aralashtirib yuborishi oqibatida odamlar nazarida islom dini taraqqiyotni ortga tortuvchi, o\u02bbtgan asrlarga qaytaruvchi qoloqlik dini sifatida gavdalanmoqda. Bu esa, islomning taraqqiyparvar mohiyatini tushunib yetmaslikdandir.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">Yuqoridagilardan ko\u02bbrinadiki, islom dinida dunyoviylikka dinsizlik sifatida baho berilmagan. Dunyoviy ishlar shaxs va jamiyat manfaatini ko\u02bbzlar ekan, ular din ta\u02bclimotlarida doim qo\u02bbllab-quvvatlangan. Din dunyoviy ishlarning ma\u02bcnaviy jihatlarini tartibga solib turgan. Umuman, demokratik tizimlarning konstitutsion normalarida davlat va din o\u02bbrtasidagi munosabatlar masalasidagi ikki jihat yaqqol ajralib turadi. Birinchi navbatda, din jamiyatda insonparvarlik ruhiyatining shakllanishida yuksak ma\u02bcnaviyat bulog\u02bbi, beqiyos axloqiy tarbiya manbai, insonlarni halollik, poklik kabi fazilatlarga undovchi qadriyat sifatida e\u02bctirof etiladi. Qolaversa, dindan g\u02bbarazli maqsadlarda foydalanish, dinni niqob qilib siyosatga aralashish, hokimiyatga intilish kabi holatlar man etiladi.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 14pt; font-family: 'times new roman', times, serif;\">O\u02bbzbekiston tanlagan taraqqiyot yo\u02bbli \u2014 dunyoviy demokratik yo\u02bbl. Din axloqiy tarbiya sohasida muhim ahamiyatga ega. Xalqimiz diniy e\u02bctiqodni chuqur hurmat qilgan holda, dunyoviy taraqqiyot yo\u02bblidan ildam bormoqda.
