RESOLUTION<\/span><\/p>\n

ABOUT ORGANIZATION OF THE ACTIVITY OF THE IMAM BUKHARA INTERNATIONAL SCIENTIFIC RESEARCH CENTER UNDER THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN<\/span><\/p>\n

In pursuance of the Decree of the President of the Republic of Uzbekistan of March 27, 2017 \u2116 P-2855 \u201cOn measures to create the Imam Bukhari International Scientific Research Center under the Cabinet of Ministers of the Republic of Uzbekistan\u201d, the Cabinet of Ministers of the Republic of Uzbekistan decides:<\/span><\/p>\n

    \n
  1. To approve:<\/span><\/li>\n<\/ol>\n

    To approve the Charter of the Imam Bukhari International Scientific Research Center under the Cabinet of Ministers of the Republic of Uzbekistan by Appendix \u2116. 1;<\/span><\/p>\n

    To approve the structure of the Imam Bukhari International Scientific Research Center under the Cabinet of Ministers of the Republic of Uzbekistan by Appendix \u2116.2.<\/span><\/p>\n

    To give the director of the Imam Bukhari International Scientific Research Center under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter referred to as the Center) the right, if necessary, to make changes to the structure of the Center within the limits of the approved number of staffs and the total salary fund.<\/span><\/p>\n

      \n
    1. The Committee on Religious Affairs under the Cabinet of Ministers of the Republic of Uzbekistan, Office of Muslims of Uzbekistan, the Academy of Sciences of the Republic of Uzbekistan and the Tashkent Islamic University under the Cabinet of Ministers of the Republic of Uzbekistan take measures to attract highly qualified specialists to the Center within a month.<\/span><\/li>\n<\/ol>\n

      3.To purchase the acquisition of ancient and unique manuscripts on Islamic religion from individuals and legal entities, to create a special fund in the Centre, which does not have the status of a legal entity. And sources of financing, grants from international financial institutions, foreign organizations, donor countries, and organizations, as well as sponsorships and other sources that are not prohibited by the legislation.<\/span><\/p>\n

        \n
      1. To establish that:<\/span><\/li>\n<\/ol>\n

        remuneration of labor and material incentives to staffs of the Center shall be made according to the conditions of the respective posts of research institutions of the Academy of Sciences of the Republic of Uzbekistan;<\/span><\/p>\n

        for the acquisition and evaluation of ancient and unique Islamic manuscripts kept by individuals and legal entities, form groups of qualified experts at the Center;<\/span><\/p>\n

        the purchase of ancient and unique manuscripts of the Islamic religion, stored by individuals and legal entities, is carried out by the Ministry of Culture of the Republic of Uzbekistan, the Ministry of Finance, the Academy of Sciences, the Agency for Science and Technology, the Committee on Religious Affairs under the Cabinet of Ministers of the Republic of Uzbekistan by agreement with the Center in the prescribed manner according to the approved charter.<\/span><\/p>\n

        5.The State Committee of the Republic of Uzbekistan on Investments, the Committee on Religious Affairs under the Cabinet of Ministers for the acquisition of ancient and unique manuscripts of the Islamic religion, kept by individuals and legal entities, to ensure regular attraction of funds of international financial institutions, foreign organizations, donor countries to the special fund of the Center and institutions, as well as sponsorship donations and other sources not prohibited by law.<\/span><\/p>\n

        1. The Ministry of Finance of the Republic of Uzbekistan: annually, when forming the State budget of the Republic of Uzbekistan, consider the necessary funds for the maintenance of the Center; to set aside a limit for 1 motor vehicle attached to the Center.<\/span><\/li>\n
        2. The control over the implementation of this resolution is assigned to the Information and Analytical Department for Education, Science and Youth Policy of the Cabinet of Ministers of the Republic of Uzbekistan.<\/span><\/li>\n<\/ol>\n

          CHARTER<\/strong><\/span><\/p>\n

          Imam Bukhari International\u00a0Scientific Research Center Under The Cabinet Of Ministers Of The Republic Of Uzbekistan<\/strong><\/span><\/p>\n

          CHAPTER 1. GENERAL PROVISIONS<\/strong><\/span><\/p>\n

            \n
          1. In this charter defined the main tasks and functions, rights and obligations, the organization of activities of the Imam Bukhari International Scientific Research Center under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter – the Center).<\/span><\/li>\n
          2. The Imam Bukhari International Scientific Research Center under the Cabinet of Ministers of the Republic of Uzbekistan is organized with the aim of deep research and wide dissemination of the rich heritage of the great thinkers of the Muslim world, their invaluable contribution to the development of world civilization and science, educating the younger generation in the spirit of fidelity and awareness of the true values \u200b\u200bof Islam such as inter-ethnic and inter-religious tolerance, mutual respect, strengthening peaceful coexistence, as well as, with the aim of strengthening international one scene spiritually enlightening dialogue and mutual cooperation.<\/span><\/li>\n
          3. The Center in its activities is guided by the Constitution and laws of the Republic of Uzbekistan, resolutions of the chambers of the Parliament of the Republic of Uzbekistan, decrees, decisions, and orders of the President of the Republic of Uzbekistan, decrees, decisions, of the Cabinet of Ministers of the Republic of Uzbekistan, this Charter and other legislative acts.<\/span><\/li>\n
          4. The Center operates in collaboration with the Organization of Islamic Cooperation, the Islamic Organization for Education, Science and Culture (ISESCO), the Academy of Sciences of the Republic of Uzbekistan, the Ministry of Culture of the Republic of Uzbekistan, the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, and the Committee on Religious Affairs under the Cabinet of Ministers of the Republic of Uzbekistan, Tashkent Islamic University under the Cabinet of Ministers of the Republic of Uzbekistan, National Library of Uzbekistan, by the International Center of Imam Bukhari, foreign Islamic research centers.<\/span><\/li>\n
          5. The Center is a legal entity in the form of a state institution, has its own balance sheet, treasury accounts of the Ministry of Finance of the Republic of Uzbekistan, deposit accounts on-demand in foreign currency in commercial banks of the Republic of Uzbekistan, a seal with the image of the State Emblem and its name in the state language.<\/span><\/li>\n

              CHAPTER 2. TASKS AND FUNCTIONS OF THE CENTER<\/strong><\/span><\/p>\n

                \n
              1. The main tasks of the Center are:<\/span><\/li>\n<\/ol>\n

                the study of the great scientific and religious heritage of compatriot Imam Bukhari and other thinkers who made a great contribution to the development of hadith science, wide coverage in the national and international community through the publication of scientific and explanatory dictionaries and comparative texts of their works, the development and implementation of measures to organize systematic research on these topics;<\/span><\/p>\n

                the study of universal values \u200b\u200bof Islamic civilization, including its role and significance in the spiritual and cultural development of the people, the study of theoretical and practical aspects;<\/span><\/p>\n

                the study on a scientific basis, as well as bringing to the wide public nature of the humanism of Islam, the educational and cultural role and ways of its development in the world, region, and country in the process of globalization<\/span><\/p>\n

                collection of electronic copies of manuscripts, lithographs, which are of great scientific value to the Islamic world, stored in libraries and archives in the country and abroad, the definition and implementation of systematic studies to inform the next generation;<\/span><\/p>\n

                organization of conferences, symposiums, exhibitions and scientific reports, seminars, competitions and other cultural and educational events dedicated to scientific and theoretical and methodological issues, to strengthen international cooperation in the field of scientific research of Islamic culture and civilization;<\/span><\/p>\n

                preparation of encyclopedias, catalogs, albums, popular science documentaries, information resource bases based on the results of in-depth study and research, taking into account the scientific, historical, cultural and spiritual heritage of the Islamic religion, including sources stored in manuscripts and archives, organization of publications in the media, including the Internet;<\/span><\/p>\n

                implementation and publication of the results of scientific projects, studies of international cooperation in the field of Islamic history, philosophy, law, source studies and culture in cooperation with the Islamic Educational, Scientific and Cultural Organization (ISESCO) and foreign centers in this field;<\/span><\/p>\n

                organization of scientific, practical and methodological courses to inform the scientific and cultural community and improve their professional skills in the field of new studies of Islamic history and culture;<\/span><\/p>\n

                the prevention of unwarranted threats against the religion of Islam, on the basis of the idea of \u200b\u200b\u201cEnlightenment – against ignorance\u201d, also the study of the goals, ideologically fundamental roots of modern varieties and methods of action of religious fundamentalism, fanaticism, dogmatism, extremism, missionary, false Sufism and other reactionary movements for the development of scientific-educational foundations and ways to combat them and recommendations for the application of these methods in practice;<\/span><\/p>\n

                  \n
                1. By the assigned tasks, the Center in the prescribed manner performs the following functions:<\/span><\/li>\n<\/ol>\n

                  disseminates the essence and teachings of Islam, helps to bring to the public the values \u200b\u200bof stable interfaith and interethnic tolerance, friendship, solidarity, mutual respect, and understanding;<\/span><\/p>\n

                  promotes among young people the scientific, educational and spiritual heritage of Imam Bukhari, a great thinker of the Islamic world, associated with his personal and creative activities;<\/span><\/p>\n

                  coordinates the activities of scientists of the countries participating in the Organization of Islamic Cooperation, as well as establish and develop scientific and practical contacts with state and non-state non-profit organizations, including charitable organizations;<\/span><\/p>\n

                  implements projects for a deeper study of the religious and spiritual heritage of medieval Islamic scholars and thinkers in the fields of hadith studies, kalam (theology), fiqh (Islamic law) and the history of Islam;<\/span><\/p>\n

                  carries out research projects of medieval Muslim scientists in the field of natural and exact sciences, as well as work in mathematics, astronomy, mineralogy, geography, philosophy, and logic;<\/span><\/p>\n

                  implements projects for the development and creation of collections of hadiths, a multi-volume Islamic encyclopedia, a cultural atlas of the Islamic world, and an electronic library of the Center;<\/span><\/p>\n

                  implements projects on the spiritual history of the Islamic world and the classification of Islamic sources;<\/span><\/p>\n

                  carries out projects to popularize rare Islamic books, manuscripts and other materials stored in the Member States of the Organization of Islamic Cooperation;<\/span><\/p>\n

                  organizing the implementation of rich and cultural heritage, world and religious knowledge, application of the results<\/span><\/p>\n

                  to provide organizational and practical assistance in applying the results in the educational process and communicating to the public by organizing the study of rich cultural and spiritual heritage, a combination of world and religious knowledge;<\/span><\/p>\n

                  CHAPTER 3. RIGHTS AND OBLIGATIONS OF THE CENTER<\/span><\/strong><\/p>\n

                    \n
                  1. For the implementation of the assigned tasks and functions, the Center has the right:<\/span><\/li>\n<\/ol>\n

                    by agreement with the Cabinet of Ministers of the Republic of Uzbekistan and within its competence to establish direct relations with foreign organizations and sign agreements on cooperation and other documents;<\/span><\/p>\n

                    to study the experience of leading scientific centers and higher educational institutions of the world in the study of scientific, religious and spiritual values, establish scientific ties and cooperation with international organizations, conduct training seminars based on practical recommendations for the implementation of research activities by modern requirements;<\/span><\/p>\n

                    receive information from ministries, departments and other organizations within their authority;<\/span><\/p>\n

                    to attract highly qualified specialists from ministries, departments, economic associations, educational institutions and other organizations, including foreign ones, to conduct scientific and expert work on the activities of Imam Bukhari and other thinkers;<\/span><\/p>\n

                    the funds of the extrabudgetary funds of the Center should be used to organize events held by the Center;<\/span><\/p>\n

                    to come out with social initiatives and submit proposals to the relevant state bodies on this issue;<\/span><\/p>\n

                    to disseminate information about their activities and in the prescribed manner to carry out publishing and printing activities, to produce multimedia products from extrabudgetary funds;<\/span><\/p>\n

                    organize conferences, symposia, training seminars related to the activities of the Center;<\/span><\/p>\n

                    to develop scientific research activities, create a scientific council that carries out its activities based on regulations approved by the director of the Center;<\/span><\/p>\n

                    The Center may have other rights by the law.<\/span><\/p>\n

                      \n
                    1. The center is responsible for:<\/span><\/li>\n<\/ol>\n

                      ensuring the effective implementation of the tasks and functions assigned to it;<\/span><\/p>\n

                      ensuring freedom of access to information about their activities;<\/span><\/p>\n

                      by the law, the submission of reports on their activities to the relevant state bodies;<\/span><\/p>\n

                      The center may have other responsibilities by the law.<\/span><\/p>\n

                      CHAPTER 4. ORGANIZATION OF THE CENTER<\/strong><\/span><\/p>\n

                        \n
                      1. The Board of Trustees for the maintenance and coordination of the Center\u2019s activities coordinates the activities, helps in fulfilling tasks and determines the main directions of the Center\u2019s activities.<\/span><\/li>\n<\/ol>\n

                        The main tasks of the Board of Trustees are:<\/span><\/p>\n

                        providing organizational and practical assistance in applying the results in the educational process and communicating to the public by organizing the study of rich cultural and spiritual heritage, a combination of world and religious knowledge;<\/span><\/p>\n

                        studying the experience of leading scientific centers and higher educational institutions of the world in the study of scientific, religious and spiritual values, establishing scientific relations and cooperation with international organizations, conducting training seminars based on practical recommendations for carrying out research activities by modern requirements;<\/span><\/p>\n

                        assistance in the development and implementation of conceptual research programs and projects, as well as the involvement of sponsors and experts in the field of research from abroad;<\/span><\/p>\n

                        taking measures to improve the curricula of educational institutions based on the results of scientific research, training, and retraining of scientific personnel, organizing internships of scientific personnel in leading local and foreign institutions and encouraging active and successful researchers;<\/span><\/p>\n

                        The Board of Trustees meeting is the governing body of the Center;<\/span><\/p>\n

                        The Council is convened at least once a year. Information about the meeting of the Board of Trustees of the Center and the agenda is announced one month before the date of the meeting;<\/span><\/p>\n

                          \n
                        1. The meeting of the Board of Trustees within the limits of their authority:<\/span><\/li>\n<\/ol>\n

                          approves the program of activities and annual plans<\/span><\/p>\n

                          performs other functions by the law and this Charter.<\/span><\/p>\n

                          meetings of the board of trustees are authorized provided that at least three-quarters of the board members are present<\/span><\/p>\n

                          the decision of the council meeting is considered adopted, subject to a vote of more than half of all members of the Council<\/span><\/p>\n

                            \n
                          1. The Center is managed by a director appointed and dismissed by the Cabinet of Ministers of the Republic of Uzbekistan.<\/span><\/li>\n
                          2. The director of the center has one deputy. In the absence of the Director of the Center, his duties are performed by the Deputy Director.<\/span><\/li>\n
                          3. The director of the center, within his authority:<\/span><\/li>\n<\/ol>\n

                            carries out its activities on behalf of the Center;<\/span><\/p>\n

                            issues orders issue a power of attorney on behalf of the Center;<\/span><\/p>\n

                            is responsible for the provided analytical materials and documents, as well as for the effective implementation of the tasks and functions of the Center;<\/span><\/p>\n

                            coordinates the activities of structural divisions, distributes functional responsibilities among employees of departments, determines the degree of responsibility of each employee for the implementation of tasks;<\/span><\/p>\n

                            in a prescribed manner concludes and terminates labor contracts with the employees of the Center;<\/span><\/p>\n

                            determines by the legislation the conditions for the payment of allowances and bonuses to salaries of employees;<\/span><\/p>\n

                            develops proposals for improving the activities of the Center and presents them for discussion at a meeting of the Board of Trustees;<\/span><\/p>\n

                            The director of the Center may perform other duties by the law.<\/span><\/p>\n

                            CHAPTER 5. FINANCING CENTER ACTIVITIES<\/strong><\/span><\/p>\n

                              \n
                            1. The Center owns the immovable and movable property, cash, including foreign currency, securities, and other property.<\/span><\/li>\n
                            2. The activities of the center are financed from the following sources:<\/span><\/li>\n<\/ol>\n

                              funds of the state budget of the Republic of Uzbekistan;<\/span><\/p>\n

                              voluntary contributions from the Member States of the Organization of Islamic Cooperation;<\/span><\/p>\n

                              Sponsorship donation from individuals and legal entities of foreign countries and the Republic of Uzbekistan;<\/span><\/p>\n

                              other sources not prohibited by law.<\/span><\/p>\n

                              CHAPTER 6. FINAL PROVISION<\/strong><\/span><\/p>\n

                                \n
                              1. Reorganization or liquidation of the Center is carried out in the manner prescribed by law.<\/span><\/li>\n<\/ol>\n
